I would remind you that Selene, earlier today, took a couple punches without flinching or even noticing the pain and easily dodged the rest. We can modify one human to take on the best soldiers, and we can do so in mere seconds. Our people can easily defend themselves against anything less than a full army (and if we've got an army knocking on Selene's door it's kind of game over anyways).

I just don't like the idea of soldiers, even a handful of them. Men with guns have such a bad reputation with humans that the sight of even a supposedly friendly one will make people cautious (example: policemen). Seriously, the idea of a sentient virus manipulating world politics is so Sci-fi that even if somebody did have compelling evidence that said incident happened, they would be dismissed as a crank. I'd say if we're going to be too cautious to go and start a war of distraction, we ought to (at least) prepare these plans so we can start one on a reasonably short time-scale as a back-up.

Unfortunately, the very untrace-able nature of the war would rest on the 'fact' that a virus doing this action would be incredibly 'unrealistic'.
