Welcome to Academy City. The time is afternoon, the weather is sombre and the date is sixteen years ago.

You are Ilyena Torikov, Russian artillery officer, currently AWOL and labelled a cowardly defector and traitor to the country you once served. Perhaps it was more accurate to say you were an ex-Russian artillery officer. You also just gave birth to your son. It was a depressing thought knowing that you’ll never be able to watch him grow up. You wouldn’t be there for him. It wasn’t safe. He deserved a chance at life. His father was not given that chance not after Anihilatus was done with him. You had stepped in to a world that had been kept secret for centuries. All the wonders and horrors of war could not compare to the impossibility that was magic. This was why you were in the City of Science. You were hunted and Academy City was the only place you would be safe, if only for a while.

They were coming, probably not today but eventually they would. That was why you had to leave your son behind. You were going to flee, leading your pursuers away from the one you cared most about. They had already taken your love. They would not take your son. This you swore. Still it wasn’t an easy road ahead of you. Your gun, a faithful old Stechkin APB, was empty and your strength was diminished. Even with all the care that Heaven Canceller could provide you needed power. That was your next course of action before you left the City of Science. You also needed a way out.

First things first, you had to arm yourself. There was no point trying to escape when you didn’t have the means to secure it. You gave your newborn son one last kiss before leaving.

“Goodbye Kyril,” you said, “I will come back for you someday. Until then, be well.”

With that parting remark you left the hospital swiftly. You dared not turn back.

The next person you intended to visit was a smuggler. His name was Gage. That probably wasn’t his real name. All sorts of things passed by him despite the authorities and he was your best bet. Ammunition wasn’t cheap and you were pretty much flat broke. Hopefully you weren’t going to have to arrange for alternative forms of payment, or worse, kill him. After all, he was probably the only friendly face you’d find in Academy City outside of Heaven Canceller. That and he was your late husband’s friend, or so he said.

He was holed up in a warehouse near the airport district. Stacks upon stacks of cargo containers were arranged inside. Most of them were empty with their doors open. The ones that were closed, closer to the office, probably held his merchandise. Other wooden crates lay about the place and from what you can tell, were haphazardly stacked along the walls. Gage was at the office, as had been arranged though you did feel like you in the sights of a scope the whole time.

“What can I do for you ma’am,” he polite at least.

“I am looking for some ammunition,” you showed him your gun.

“A Stechkin, APB too,” he whistled, “That’s not usual.”

“I don’t have much but I’ll pay for as many as you have.”

“We can talk payment later,” he scratched his head, “I’m not exactly swimming in Makarovs. Aside from that do you need anything else?”

I have a few questions concerning Kyril's powers:

“Just the ammo,” you replied evenly.

“Right.”

He retreated to a back room, leaving you to inspect his office while he scrounged up some 9mm Makarovs. It was mostly decorated with random things, tangentially related to the military. Gage used to be a marksman. Whether it was for military service or competition you did not know. He didn’t display any awards. There was a Belgian waffle maker on one of the shelves, along with a genuine AK-47. The shelf also had a stone mask and a parcel wrapped up in white cloth and plastic wrap. You wondered what was inside.

“Ma’am?” Gage’s voice returned.

You thought it better to conclude business swiftly before something bad happened. Gage was of like mind.

I calculated this one out, making some big assumptions along the way,
1. Kyril applies a force capable of holding 232.44kg, since that is his max lifting weight, his actual force might be slightly higher than that, if he can actually lift that much and not just hold it.
2. He can apply that entire force to the coin. There should actually be some limit to how finely he can pinpoint his force, probably based on skill that he can practice and improve, otherwise he could already cut through just about anything.
3. Kyril actually can keep the force upon the coin the entire time. This is actually something that probably does not come naturally and would require a lot of finesse on his part.

Anyways, to hold up 232.44kg requires 2279.458 newtons.
I used the mass of an American quarter dollar coin for convenience, which is 5.67g.
Consistently applying 2279.458 newtons to 5.67g, (not accounting for air resistance) would accelerate it 402020.763m/s^2
D = .5*a*T^2
so, sqrt(2D/a) = T
sqrt ( 200m / 402020.763m/s^2 ) = 0.022304411s
0.022304411s * 402020.763m/s^2 =

8966.836264m/s

For reference, a 9mm has a muzzle velocity of ~400m/s.

You gave the parcel in your hand another look. Is that why Anihilatus killed him? Was this some kind of dangerous magical artefact?

“But he never got the chance to,” you finished.

“Apparently it would have been enough money to buy you a micronation,” Gage added.

“Not much else,” he shrugged, “All the other couriers have refused to touch it so far so I guess I am getting kind of desperate ma’am.”

“Then I will do it, if not for Yuri, then at least for the ammo.”

An hour later you were aboard a non-descript white Toyota Cresta. While you were near Academy City’s airport it would be too obvious. No, you were headed out through the cargo rail terminal in School District 17. It just so happened to be on the other side of Academy City. You were riding shotgun while Gage drove. While you hoped there wouldn’t be trouble Gage had stashed a shotgun in the glove compartment.

The both of you were talking about your late husband, Yuri. They knew each other through the smuggling business. Rather, your husband, in addition to moonlighting as a magician, was an arms-dealer. Gage remained ignorant of magic however, despite your subtle probing. He chalked you off as of the more religious types because of that. You didn’t mind because you were leaving and it was not likely that the two of you would meet again.

“He was the best in the business,” Gage reminisced, “When I heard he was giving up the game, well I thought he was crazy. Now though, I see why.”

“You’re flirting.”

“No ma’am,” he replied evenly.

He would have continued but you heard a pop and the car, as well as the steering wheel, snapped towards the opposite lane.

Gage brought the car under control easily enough, dodging oncoming traffic with deliberate calm as bullets started to bounce off the side of the car. Eventually they hit another tire and the poor Cresta skidded across the road, clipping an MPV before coming to a rest in the patio of a café.

It was scary how fast you could take stock after the crash. Gage was wincing and trying to wriggle free but otherwise looked unscathed. You had a small scratch but it was a flesh wound.

True that, you thought. There was still fuel in the car and you didn’t want that go up with Gage still stuck inside. So you grabbed him and pulled.

It probably felt worse now that his legs were free. You pulled him in to the shop, sitting him down on a chair after overturning some tables. He was still lucid enough to handle a gun so you handed the shotgun over to him.

“You need to go ma’am,” he said, “I’ll hold them off here.”

“They were probably after me anyway,” you sighed, “I’m sorry Gage.”

“It’s alright Ilyena, just go.”

Despite what you felt, he was right. You needed to go. So you did.

100 meter barrel. It doesn't matter if Kyril's railgun is stronger than Mikoto's, because she doesn't have a minimum range. Sure, Russian Railgun will fuck whatever it hits up eight ways to sunday, but when are you actually going to have a chance to hit with it?

Though in theory he could just orbit the coin around himself to build up velocity before releasing it, circumventing the range requirement entirely, though I imagine doing such a dumb thing would require more finesse and talent than he currently possesses.

Not really. Takes too much charge time to really matter in most esper fights. Even a clone could fry us before it gets done and and most high level espers could survive it somehow.

Honestly if you want really overpowered we can just pick up a guy. Like Saiai has that armor that is nigh impossible to break. But Kyril could literally just pick her up and hold her. There isn't anything physical holding the person up so if you don't have a power at long range there isn't a way to break out.

What makes this kind of hilarious is that the worst foes for Kyril is squad units like hound dogs who can take a shot while he is busy with another.

The first burst three neat holes in Baron Toulour’s chest. You yanked his son, now an orphan, also catatonic, out of the path of sword. The follow through was interrupted by a tide of blood washing the cultist away. You paid it no mind as your sights snapped to the next closest target. The cultist’s head disappeared into many little chunky bits. Once more your pistol’s near silent retort echoed within the halls. You retreated slowly, Toulour pressed to your chest in one arm, your Stechkin spraying cultists in another.

It was when your gun ran out that you had to improvise. Shoving Toulour in to a row of pews you ejected the mag, loading quickly due to your familiarity with the motions but not before another cultist almost disembowelled you. The cut was shallow but you felt it. Still, you had to put it aside and put a bullet in your attacker’s head. That was done easily enough. There were only two more but it seemed they went after the children. Well, one more, seeing as Riko had managed to stick two knives in her attacker before making a run for the exit.

Toulour was the one you had to save. He was still in a daze. Poor boy, you thought as you tackled him out of the way of another sword. It cut you from your right shoulder and went down your back. You muffled your scream, harnessing it in to effort. It paid off once you emptied the rest of your magazine in the cultist.

Then. Then there was silence. You felt tired. Drained.

You were going to work with that. It was a shame that it was such an indiscriminate curse. A ricochet rendered the point moot as you got to work.

Then it was done. The crying and screaming of the rest of the passengers subsided in to moans of agony and sickness. Fujimoto’s gunfire stopped as well, which was all you wanted. The counter ritual would take at least three days, if no one had succumbed by then. Now though you were going to have to stop the train because the train’s driver was stricken too. Pulling the emergency brakes, you took one last look at yourself before opening the door. You had to keep moving. Their hunt is never ending.

Please note that the air resistance would be very important at those speeds, so that number isn't anywhere near accurate unless you're in a vacuum. Maybe I'll have that figured out by ep52.
I also think points 2 and 3 leave lots of room for improvement. I think I illustrated why with 2, but for 3 it would require that he move the field at the same exact speed as the coin, which could conceivably require a lot of training.

But let's math this. Let's say he can hold his breath for 1 minute and then he just drops dead. He can probably go longer by vectorfuckery, but I'm just picking a nice time here. The biggest nuke ever designed had an air burst radius of 32.6km. Let's just say for the hell of it that within that area, there is no more air ever and he needs to get out of it in under 1 minute. That needs about 550m/s which isn't even mach 2. Accel can swing that easily.
