Welcome to Academy City. The time is night, the weather is windy, and the date is January 4.

You are Kyril Torikov and your world was being rocked. It was probably because you were inside a bombed hotel. Another explosion went off. Correction, the hotel was still being bombed. You had been in the middle of dinner with Lupin IV, specifically desert, before it all started. The reason you were having dinner with the master thief in question was rather long story. It all started with a prank, involved a kidnapping, mugging, property damage, and was now apparently ending in an explosion. Some vacation this turned out to be, you thought as you ran back in to the penthouse proper. The building was groaning. Steel and concrete were buckling under the tremendous stresses placed upon them. If you were going to do something you were going to have to do it soon.

The original goal of coming to this hotel and this particular penthouse was because you were looking for the kidnapped idol Meigo Arisa. Misaka WORST had given you that lead after you had relentlessly hunted her down earlier this afternoon. Apparently she did not know that Meigo Arisa had a secret identity as her own head of security. She was somewhere nearby but you would have to search for it. Another thing to look out for was an actual escape plan. Lupin had left by air, and you did recall that there was a complimentary helicopter tour. If you were going to take advantage of that might not have enough time to double back. That was not taking in to account the fact that your accomplices hadn’t checked in. You trusted them. It did nothing to alleviate your concern however.

First things first, make sure Meigo Arisa is somewhere in the hotel. If she wasn’t then WORST and you were going to have words. People like you may lie all the time but there were consequences for that. The lights went out. You were thankful for thermal vision, both modes of them. The penthouse had been hastily redecorated by the impending collapse of the building but it was still mostly clear to move around in.

You found the idol in the main bedroom. Of course she was unconscious. What kind of kidnapping would it be if the victim wasn’t? That and you were sure Shutaura would have kicked ten different pounds of ass out of Lupin if she wasn’t sedated. She was garbed in a simple white robe or dress. If it weren’t for the fact that you could see her breathing, you’d have thought she was dead. In the corner of the room was a human-sized cross. It seems Lupin was rather serious in turning her in to a martyr. Maybe she wasn’t, seeing as she operated on multiple levels of deception. You couldn’t tell.

Gingerly, you picked up the idol and made for the door. Then the whole floor fell. You almost lost your footing as objects slid down the incline and out the window.

“Onii-san, Sagara, are you okay says Misaka says Misaka as she worriedly asks for a situation report.”

“Bad, I’m trying to get this damn helicopter start up but I’m having a hard time with the software,” Sagara stated, “Could use a little help here.”

“I have Meigo Arisa, you on the roof?”

“Yeah.”

“And Touma?”

“Met him earlier, told him there was a helicopter on the roof but I don’t know where he is right now.”

“The building is about the collapse says Misaka says Misaka as she stresses the dangers onii-san is in.”

“If you want to go find him you’re going to have to find another way down,” Sagara agreed, “I’m not getting anywhere just yet.”

“I’ll find an alternate, just get her to safety first,” you replied.

Part of the roof had collapsed or was in the process of collapsing. The helipad had miraculously managed to stay in the upright position. The helo’s blades were already spinning by the time you got there. Sagara leapt off the controls for a moment to help move the cargo aboard. You tried to ignore the other unconscious person strapped in to the rear seats. While it wasn’t important at the moment, you did wonder how Sagara came to have enough knowledge to pilot a whirlybird.

“You sure about this?” he asked.

You nodded, and soon the wheels retracted in to the helicopter that was now flying away. Flying away from an unstable building, it was smart. Going back in to the collapsing building seemed like a bad plan in retrospect. You dropped down in to the ruined penthouse as the building shuddered. Then, like it was shunted, the whole building moved. It crashed in to something. Otherwise it wouldn’t have stopped moving at all. Amidst the dark you could hear coughing and in the distance, the muted cries and shrilling of alarms, bells, and whistles. Closer to your position you made out three thermal signatures. All of which looked human. You assumed it was Touma and whoever else he had decided to save.

While it was admirable that he protected the two girls with him, you frowned as you came out of thermal vision. They were both emitting yellow. They were Code M. Right now it was rather muted as Touma had his arms around them. A small trickle of blood ran down his forehead. It explained his unconsciousness. The smaller of the two, a red head in a nun’s habit, and of course it had to be a nun you thought bitterly, was more than wide-eyed when she gazed upon you. The chocolate bombshell with sex hair on Touma’s right wasn’t in any condition to check you out. Right now they were all trapped. You were here for Touma but,

You ignored the way she flinched away and tried to keep as still as possible when you moved closer. The better half of a corridor, a conference table and a potted plant kept Touma pinned. Pulling him out would have been easy, and you were pretty sure that you could pop his arms back in to its socket when they inevitably came loose. You didn’t really care for the two Code M though. Sure they were at your mercy and capture was on the cards but there was no use worrying about that. You were on vacation. Worrying about termination or interrogation could come later when you were actually being paid to do it. As it was, there was no point in leaving them to their fate in a bombed out, crumbling hotel building.

You ignored Touma’s gasps as he returned to consciousness part way through. He was the first to be freed, if only so you could have a reliable pair of hands to help you.

“Thanks,” he had said.

“So,” you began, “A nun.”

He laughed nervously. It was the kind that you knew would precede the phrase, “it’s a long/funny story,” and since you didn’t have the time you continued,

“I get that you have a thing for them but that doesn’t explain who she is.”

“I don’t know either,” he admitted.

“She’s Code M too if you were wondering.”

“That explains why they were fighting.”

“I’m trusting you alright? I’m paid to take care people like them.”

“That’s good, your apartment is bigger than mine,” he replied good-naturedly.

You just gave him a look. The helmet ruined it.

“Seriously we need to get them somewhere safe,” he continued, “Maybe your Mom’s place.”

If it weren’t for the fact that you were bringing two girls with you, one catatonic from fright, the other unconscious, you would be concerned by his suggestion.

His face fell. It didn’t take him that long to make the connection.

“Come on, I’m sure my mother can look after them for a bit, but no funny business alright?”

“How do we get down?”

It wasn’t a long way down, especially not at this level. There was even a laundry room conveniently placed where the building had cracked about two thirds of the way do. You tilted your head as you looked his way.

“Hold on tight, try to aim for the sheets.”

“That can’t be safe.”

You kicked him out the window and he went sliding down. The nun in his arms screamed with him,

“FUKOU DA!”

You followed him shortly, the other Code M in hand. Getting back to your mother’s place was uneventful from that point forward.

The time is now lunch, the weather is better, and the date is January 5.

You had slept in after a rather tiring day. Touma had crashed on the couch opposite while Sagara had taken the floor. It was crowded enough with five ladies in the bedroom adjacent. Everyone agreed to put off the ensuing discussion until now. Even your mother was kindly allowing the kids to sort out an excuse before she started doling out the appropriate consequences of the impromptu sleepover. As you rejoined the land of the conscious, you could make out some kind of gratin being pulled out of the oven. Touma was still asleep, mumbling about something or another in his sleep. Last Order quietly was at her battlestation, no doubt scamming more people out of their ISK. The shower was on, so you assumed Sagara was using them. A quick flash to thermals showed that yes both showers were being used. You didn’t mean to do that really.

“So Kyril,” your mother approached, “We’re going to have a long talk about bringing girls home unconscious alright?”

“To be fair it isn’t his fault,” Sagara emerged from his shower.

“Good morning?” Touma chose that moment to wake up.

Then he fell off the couch once he saw your mother glare in his direction.

“So Touma,” Sagara began rather cheerily, “Can you tell me more about the two lovely ladies sleeping in the bedroom?”

“Uh, well, Agnese is a Catholic nun,” he started, “I don’t know who the other girl is.”

“As much as I trust you Touma, if you are in to date rape then I’m afraid we can no longer be friends,” you told him.

“Speaking of date rape, didn’t you and Shutaura go out for a bit?” Sagara chimed in.

“Didn’t work,” Shutaura entered and answered the question, “We agreed we were better off as friends.”

“The Kamjou-san disease is real says Misaka says Misaka as she exclaims in horror in response to the revelation.”

“I, uh, that’s not,” he was a bit at a loss.

“Don’t worry Mishka, Kyril,” your mother spoke, “I let him down.”

Poor bastard, you thought.

“Gently,” she continued, “Now before you two get some food you need to wash up. Now go.”

“Yes ma’am.” “Alright.”

Of course Shutaura would have to be sworn to secrecy regarding the identity of VERDICT but that wasn’t really a problem. No one had managed to figure out she was Meigo Arisa yet, outside of the people that already knew. It was a secret for a secret. Your mother then steered the conversation back to the two magically asleep girls in the bedroom over lunch. The redheaded short nun was technically an Enemy of the State, despite Touma’s protest. As for the other girl, the only other clue to her identity was lost in the hotel. Touma described it as a kind of club with sharp black shards in it. The Mesoamerican Macuahuitl came to mind instantly. While you would love to deal with them, they were kind of Touma’s problem and you had other things to do.

Namely, you still had to get paid. Sagara said something about checking in with Kyousuke in School District 10. Then there was also a message waiting for you. It was from Lady Kudou, and it involved your car.

The time is now afternoon, the weather is clear, and the date remains unchanged.

Given that you had functioning limbs once again, you were now able, if you were so inclined, to drive a car, your car. Lady Kudou had said that she was borrowing it for a bit a few days back. So while Touma had girl problems, and Sagara was off making sure everything was hunky-dory in THIEF land, you were going to see what Lady Kudou got up to with your car. Your mother was going with you. It was rather far and public transportation was still unreliable.

Granted it was a halftrack but it was less of a hassle than say, the helicopter that Sagara had managed to acquire. It was also completely legal, as far as the City was concerned. Best not show up in a stolen vehicle, you thought.

“The Lady London may have a slightly different mindset than most but she definitely can be responsible when she has to,” your mother said.

Somehow, your mother’s words made you feel apprehensive.

“You think she’s wrecked my car?”

“Even if she did, you wouldn’t be able to tell the difference,” she replied.

“That doesn’t make me feel any better.”

The two of you pulled at a service sitting underneath a highway overpass. Lady Kudou was waiting, having seated herself on the hood of a pristine black Camarro, your black Camarro.

“Hi-hi, how’s it going VERDICT-kun?” she greeted

“She’s up to something,” your mother muttered.

“Well not really, but since the car’s not mine it’s rather rude to not ask permission.”

“Permission to?”

“Well there’s this extremely rude person who I would like to go after but I need another car to help me. I don’t really have anyone else to ask, but if you want I can sweeten the deal.”

Your mother shook her head.

“Like?”

“An all expenses paid dinner with Asuka-chan. So, how about it?”

“That’s,” you trailed, “That’s actually kind of boring really.”

“What? Romantic dinners are totally a thing,” Lady Kudou objected.

“Oh no, it’s not about that,” you assured her, “They’re great, but only to cap off the date, like you know, cake and frosting. Or something. We’re kind of past that stage in our relationship.”

“Well I do hope you’re using protection.”

“Mom,” you groaned, “That’s not what I meant.”

Your mother smiled. She obviously didn’t believe you.

“Anyways, about your offer, you’re going to have to tell me more if that’s all you can offer,” you turned back to The Lady London.

“I just need someone to draft with me,” she said, “Other than that I’m not really asking for anything else. I really wanted to get started tonight but I guess I could let you think about it. Honestly, I’m giving you my blessing here. What more could you ask for than a date with my cute Asuka-chan?”

“Promises of violence, property damage, or grand larceny,” you rattled off, “Take your pick.”

The two women looked at you. Lady Kudou was surprised while your mother was more amused.

“What? You think I’m making this up or something?”

“My Asuka-chan isn’t a delinquent,” Lady Kudou huffed.

“I tried going to a concert with her once, it didn’t work out so well,” you explained.

“And the best ones involved one of the aforementioned,” your mother finished, “I’m not one to judge however. As long as you’re happy.”

“Ah, I give,” Lady Kudou sighed, “There’s a reception being held by the American embassy in a few days. I suppose if you wanted to steal something it would be their communiqués. I’ll pay a million for each document you can find. Does that sound good?”

The two of you shook on it. Lady Kudou moved off the hood and knocked on the window.

“I’m amazed it went all according to plan,” she spoke, “You must have him whipped.”

The window rolled down with a whir.

“Of course, he and I think alike,” Asuka replied.

Your girlfriend got out of your car. That smug look of hers was back. At least with the helmet on you could claim that you weren’t surprised at all. You really needed to abuse thermal vision more. She tossed you the keys.

“Great, if you’re up for some midnight running, I’ll be waiting here later tonight,” Lady Kudou smiled, “Ilyena let’s go get us a better ride.”

“I doubt that,” your mother replied, “Nothing quite beats a Flak truck.”

“You’re right. Can I play with it?”

“Please,” your mother’s smile was thin.

The Sd.kfz 11 rumbled away, leaving you alone with your girlfriend. Asuka had walked to the other side of the car.

“Well, do you not have somewhere to be?” she asked.

Not really, but you supposed you could check in with the gang, Sagara and Kyousuke mostly.

“Otherwise I would suggest clothes shopping, but since you are driving I suppose a joyride would not be out of the question,” she continued, “You do so enjoy going fast. I am not even sure why you painted your car black.”

You got in and started it up. It was a bit of a roar, choppy, throaty, before it settled in a muted rumble.

“Of course I wasn’t driving given that I did not possess a license. Riko was,” she continued, “And before you ask, yes I would have loved to drive it but I do not endanger myself when it is unnecessary.”

“I would like to ask, however did you come across Kinuhata dear?”

She didn’t sound angry.

“We went to Kyouko for some muscle, turns out she was busy and recommended her.”

“Then I suppose I shall thank Wanko-chan later. I must say I enjoyed it much more than the other two. It is not an everyday occurrence to have a proper mêlée-à-trois, where all participants have a casus belli with the other two.”

Good for her, you supposed. Of course you really didn’t want to park your car in the district with the highest rate of crime, but it couldn’t be helped. You would just have to trust Asuka to keep the thugs at bay. She hadn’t taken part in the job, obviously.

You thought it amazing how the district seemed the change overnight. It wasn’t a big change. It was the little things. Undamaged public utilities and windows for one, even if the pavement was rough and the buildings were still derelict.

Of course Sagara had some bad news when you arrived.

“What do you mean our payment’s been stolen?” you asked.

“Well I can tell you the City does not bounce cheques, because if they did we’d just steal the money anyway. This was a third party.”

He had a point.

“Me, personally, I don’t really care since I all but run a crime empire at this point. Kyousuke on the other hand has a vested interest in getting paid. I suppose you do too since last I checked we made ten times more in that pitfight job than you do in a month.”

“Please don’t tell me Tadakuni is richer than I am.”

“He’s not richer than you,” Sagara replied evenly.

You weren’t sure if he was lying or not.

“So, clues, where do we start.”

“There was a witness where the transport was hit last night, so we’re going to ask him a few questions. I sent Kyousuke over to get things ready, so how’d you want to play it? Good cop, bad cop?”

“Do we really need to go that far?”

He shrugged. Well if it was interrogation you could,

The witness wasn’t just some two-bit thug. Turns out they were Skill-Out. Kyouko affectionately referred to them as “Shiage’s kids”. He was pretty much bottom of the totem pole as far as the City was concerned. Level 0, child error, school dropout, unemployed, the works, you were informed.

“They usually have their uses, mostly as eyes and ears,” Sagara walked with you down the hall, “Anything interesting they pass on to us and get paid a little.”

“He’s never dealt with the big boys before?”

“As far as he knows, Shiage’s the boss.”

“And Kyouko?”

“God.”

The room wasn’t too big, but it was rather bright with a table in the middle. Again, your approach inspired fear. The thug shied away from your approach, inching up so far in his chair he almost fell over. He looked familiar but you let Sagara talk first.

“You know who we are?” Sagara started, “We’re business associates with your boss, Hamazura Shiage. You do remember your boss don’t you?”

The thug nodded slowly.

“Now let me take a wild guess here, you’re Tetsu right?”

“Yeah,” the thug answered weakly.

“You know who this man is right?”

He glanced at you nervously and answered with another weak,

“Yeah.”

“Good, looks like we caught you in the middle of lunch? Sorry about that,” Sagara was as relaxed as relaxed can be, “What you having.”

He was having hamburgers but you think this was some kind of technique. This was going to take a while, you thought idly.

It had been a tiring few days. Not only did you have to fight off some crazy wolverine on New Years but you also had to make sure nii-chan was alright. That included making sure he finally got a vacation and fixing his helmet. The fuddy-duddies upstairs of course weren’t pleased with it but even weapons and tools needed maintenance. In the interest of making sure they didn’t do anything drastic, you accessed their files. To be specific, you accessed the ones concerning VERDICT. They were the only ones you were cleared for anyway. As expected, a report had been compiled following the New Year Celebration, as it was now being informally called.

“Now comes the matter of VERDICT and its impact before and after the New Year Celebration. While the nature of its work is classified, VERDICT is not subtle, nor discreet. VERDICT excels in wanton violence and excessive property damage. Operational expenses still fall within estimates provided. This does not take in to account the current state of war. HarlemBrother: I did some calculations. Here’s a link. From the photo evidence of the scene, I think we’re looking at military grade weaponry. The projectile itself was most likely some kind of 12.7mm but the impact show that they arrived within a second of each other. This suggests an automatic weapon of some kind. Of course by the time I calculated where the shots had come from (which was across the street surprisingly) the area had been long cleared.
Uncultured: I don’t think random thugs in the 10 would have access to this kind of weaponry.

The Koreas, small China, and most of ASEAN were rather ambivalent. The bigger of the two Chinas actually eyed VERDICT rather greedily. It was disguised rather poorly, unlike Japan, and the United States. The only allied nation, India, was rather accepting though they did stress the importance of “messing with the natural order.” It was nice to know, given their history and culture. Given Academy City’s level technology, it was easy to forget that bringing people back from the dead, and various other forms of transhumanism was not available to the wider world.

Canada’s response could be summed up with one word.

And that was the end of the report as far as opinions went. Anti-Skill and Judgement were under the City’s control so whatever they thought of VERDICT was irrelevant. Once VERDICT was revealed, all it took was one fluke to sway the court of public opinion. That was why the report stressed the importance of setting the stage. The City already had its own poster child, now it needed more than that. It needed a hero, a paragon, an example of the City’s might and the length that would push someone to defend it. Of course heroes didn’t exist in a vacuum. VERDICT needed,

They were going to find something, anything that could do what VERDICT could. VERDICT needed an equal. The two were going to be compared, measured, and then VERDICT would outperform. At least that was the expectation. Regardless of whether nii-chan came out ahead or not, it would demonstrate the difficulty of dealing with him. Not to mention the rivalry. He was going to push himself either to catch up, or maintain his edge. Either way, it was a win for the City. The problem of course was finding something, or someone, that was clearly compatible with such a plan. It was nice that you, Head of Judgement Branch Office 49, and minder of the VERDICT prototype, would have a significant say in their choice. After all, you could very well end up taking care of another combat cyborg.

To be fair the only worthwhile candidate seemed to be a foreign entrant from the United States of America. Brainchild of alliance of corporations called SHIELD. It was a gynoid, temporary designation P-013n, nicknamed Dinah. You smiled. Heh, this one was getting your recommendation. No hard feelings nii-chan.
