Welcome to Academy City. The time is evening, the weather is chilly, and the date is January 5.

You are Kyril Torikov and you just learnt some useless information. Sagara had worked the thug over like a seasoned pro while all you did was stand in the background and look menacing. Several facts were amusing and/or irrelevant to your investigation. For example, you have discovered the existence of Big Kahuna Burgers, and that Japanese is not a language spoken in the country of Nani. Relevant information in your case meant information regarding the identity of the person who just stole your payday. You were officially on vacation but nobody said you couldn’t do a few side jobs now and then. It was a multi-million JPY payout, at least ten times your monthly salary.

The person, or figure, that had stolen your payday was practically an urban legend in the making. It had started around Christmas but honestly it wasn’t really in your purview. While you knew Kyouko ruled from her throne in the Strange, she didn’t actually have any control over the thugs that lived here. Besides, who was going to stop them from going out to cause a little mischief before booking it back over here? That’s probably why the City wanted to have some kind of extradition agreement with her. At least that was one of the more obvious reasons you could think of as to why the City established rapport with her. The City’s law enforcement was a theoretical concept in School District 10. Eventually someone was going to take the law in to their own hands. It was about time really. You had finally stumbled upon one. Now that you had a clue, it was time to look at your options. Who could you see helping you the most first?

Going to Judgement, and law enforcement in general, was not normally your first choice. You were Judgement though. That and you’ve never encountered a full-blown vigilante before. The money that was stolen from you wasn’t that important. You made enough to live a month, and had plenty more stashed away. What was important was that no one stole from you and got away with it.

“Sagara, I’m going to go see my boss,” you said.

“Right, I’ll try and track down things down on my end. There’s a few leads I want to follow up on,” he replied.

The two of you split up at the entrance. Outside, Asuka was still waiting by your car. Your eyes picked up a faint amount of blood about. Foot traffic deliberately crossed the street rather than walk close to Asuka. You raised your hand.

“I did not scratch the paint if you must ask, dear,” she pre-empted you.

You thought that telling her that she missed a spot would be unnecessary.

“I need to make a call,” you got in the car, “then we can get some dinner, see what your mother wanted.”

Asuka hummed as if understanding and got in with you.

“Nii-chan how many times have I told you?” Nayuta’s first act was to complain.

“Yeah, I get it,” you shot back, “I’m just reporting a theft.”

You heard her sigh over the line.

“Someone robbed you?” she asked, “I know you nii-chan, you wouldn’t ask if you had a lead that you personally couldn’t pursue.”

“It was a vigilante, I’m hoping the City keeps a database. Time was last night, convoy attack, straight cash hit.”

“Figures. As if that level 5 onee-chan wasn’t enough, now we’ve got a real troublemaker on our hands.”

Even through the phone you could hear her type.

“Right, I got video footage, and the incident report, I’ll send you a copy and some prospective leads. First come first serve nii-chan.”

“Thanks,” you hung up.

“You get to pick the take out place,” you said and turned the ignition.

“Hmph, very well, I am in the mood for some stir fried noodles,” she replied.

“Japanese or Chinese?”

“The novelty kind that comes in paper boxes.”

Chinese it was then. After that, it was just a matter of rolling up to the location in question as the two of you settled in for dinner.

“You really should take that helmet off dear, it is far too noticeable,” Asuka remarked, “So is the mask. May I suggest a pair of sunglasses?”

“At this time of day? Who wears sunglasses at night?”

Asuka shrugged and returned to her box of noodles. You kept your eyes on street, at a building down the road. It was getting kind of dark and the streets were mostly emptying.

“You do know that classes will be resuming shortly?” she asked.

It was true. The final trimester before graduation was upon her. If you hadn’t gotten involved in this business then perhaps you would be studying for your exams right about now. You would have gone on to your second year of high school.

“Thinking of graduation already?”

“Of course,” she answered, “Compulsory education is finally at its end and though I have plans for the future, they are not set in stone.”

“So what you’re saying is that we should elope?” you just had to say it, “Again?”

“Is it really when our parents do not seem averse to the idea?”

Her uncle, and maybe her father, would have some objections to voice.

“Well I must admit that there are worst things that I could be doing,” she leaned in.

It wasn’t for a kiss sadly.

“Don’t look now but I think we have our mark.”

True to her words, a figure came walking down the street from behind the car. The windows weren’t that transparent but there was no point in risking discovery. At least that was your excuse.

The kiss took her by surprise. For the mark, they paid no mind to the car and the undoubtedly two love struck teenagers in it. They disappeared in to the building in question and its lights were turned on shortly.

You drew back, slowly turning, ignoring the indignant look on your girlfriend’s face.

“Oh you are such a brute,” she harrumphed.

“There’s time for more later,” you said and reached for the door.

“I see,” Asuka smiled, “Is this what you call foreplay?”

The lower half of your helmet slid down and snapped shut swiftly. Both of you had drawn weapons, you, a pistol that was not yours, and Asuka with the Dean. A quick thermal scan revealed no one else within the building, save for your mark. Peeking in to the room, you saw the walls lined with weapons of all kinds. Your mark was tinkering with something in the middle, their back towards the door. There were no evident traps. You didn’t see a reason to risk it though so you simply shot them in the knees.

There was a brief utterance born of pain and the mark fell backwards, revealing yet another nondescript thug. You advanced in to the room as he tried to collect himself. Before he knew it, he was being interrogated at sword point.

“I ain’t gonna talk to no PMS.”

“See dear? The helmet is too recognisable,” she then turned to the thug, “I would like to know what gave you the impression that we’re with Judgement.”

The thugs face fell. For all he knew, you could have just been a disguised thug, wearing a distinct helmet to throw others off.

“Tell me, who are you working for little one?”

“Even if he ain’t VERDICT I ain’t got nothing to say to you bitch.”

“Dear?”

You hauled the thug up to his feet with one arm. If he wanted to mouth of that was fine. You were going to see if he was going resist after you put him through the workbench. The poor thing never stood a chance.

“Now as I was saying, who are you working for?”

“Is that all you got?” he gasped, “You don’t know who you’re messing with. She knows you’re here, just like she said you’d show up.”

He had turned to you as he said that. You were intrigued.

“Now we are getting somewhere,” Asuka remarked, “Dear?”

Torture supposedly didn’t work. After a certain point the victim would say anything just to get the pain to stop. Whoever came to that conclusion never had mind control as an option. Asuka needed you to break him. She needed him broken so that there would be no defence, only obeisance, when she asked her questions. A few more broken bones and furniture later her questions started to have that undercurrent of power.

The two of you learned a few things about the district’s new vigilante. Apparently she struck only at night. Her targets were usually drug and weapon dealers. Thieves were a secondary target, which made the theft of your payday strange. Most encounters involved improvised weaponry. This building had been a cache of recovered weapons. The thug had been asked to look after them until she could dispose of them later tonight. Sadly you were nowhere near enough to discover the vigilante’s new identity as she had none. People just called her “that bitch” or some variant thereof. Now to deal with the current situation,

“Asuka, can you be a dear and leave our wayward hero a message?” you spoke in front of the thug for the first time.

“It would be my pleasure,” she replied.

Ignoring the screams coming from behind you, you found a small crate and some duffel bags to hold the loot. There were only a dozen carbines and sub machine guns. The Sig 553s and MP5s were undoubtedly Anti-Skill issue weapons. The handguns were more varied. Most were autoloaders but the occasional gaudy revolver was present. Sadly, you didn’t find your pistol among the pile. Ammunition as well was mostly 9mm but there was enough variety for interesting discoveries. Especially since a lot of it looked like it was home-tooled from the standard JHP.

The ammo went in a crate, the dozen larger guns went in to two bags, and the score of pistols in another. By the time you were finished, you looked at Asuka’s handiwork. There, carved neatly in to the floor was a message.

“Thou shall not steal FROM ME.”

Lying next to it was the thug, unconscious and slowly bleeding. The blood was slowly leaking in to the carving, filling it up. The message was clear and suitably macabre for you.

“How does it look dear?”

You merely grunted as you hefted all three bags and a crate on to your person. With a grin, she followed you out. Just in time too, you thought. Asuka’s mom was calling, reminding you of the rendezvous point, a service station, and that you should lighten your car as much as possible. There was still an hour out until you had to actually meet so was a good idea to drop off the loot first. With who, was the question. Sagara could probably fence it and Kyousuke needed the money so there was that. This was stolen property and it needed to go straight in to the hands of law enforcement. It was better than going back in to the hands of thugs and criminals. Or you could just keep it.

You had ended up keeping the weapons for later. In a pinch, you could sell them for money. Otherwise you could probably outfit a tenth of Third Echelon with this kind of fire power. Nayuta did say, “First come, first serve,” after all.

Lady Kudou and your mother were had arrived ahead of you. Sitting on the bed of your mother’s Sd.kfz 11 was a Jaguar. The X150 was painted in British Racing Green and Lady Kudou was gingerly backing it down from the half-track’s elevated bed. Once they were done, it was Asuka’s mother that had greeted you first.

“VERDICT-kun, perfect timing,” she gestured to the Jag, “So what do you think?”

You would have wanted to say the British grand tourer made your Camaro look like a brick in comparison. Instead you kept silent as you searched through the possible specs and performances of a standard post-facelift XKR. It beat your car in every respect save for pricing. Given the Lord London’s deep pockets, it wasn’t much of a surprise.

“What exactly are you chasing down mother?” Asuka finally asked.

“How can you say that Asuka?” she was genuinely surprised, “This is Godzilla Country. Sometimes not even a Jag is enough.”

She pronounced the word with a deep drawl, emphasizing the fact that yes, it was a Jag and it was hers.

“I meant to ask why,” Asuka sighed.

“It is a stupid reason,” your mother answered in Lady Kudou’s stead, “She doesn’t like being tailgated then overtaken.”

That was kind of stupid really.

“Don’t say that!” the Lady Kudou shouted, “I scouted our the route and the schedule for daaaaays.”

“All that work,” Asuka turned to you, “Can we trade mothers?”

“Nope,” you answered with a hidden grin.

“Right VERDICT-kun, we already missed them going out so we can patrol and hope to find them, or we could do some shakedown runs on the return route,” the Lady London quickly tried to change topics.

“Sounds good, Ilyena would you mind?”

Your mother sighed and got in to the Jag’s passenger seat. You were sure it was needless worry. Asuka likewise joined you in your Camaro. Communication between you would be done through phone.

“Hi-hi testing, can you hear me children?”

“Yes mother,” Asuka replied.

“Alrighty then, have your boyfriend follow me.”

The two car convoy was off and down the night. Most of your attention was occupied by the directions. It was a very specific route and you had to memorise it when it was your turn to take the lead. The Jag was slightly faster but since you were following closely the difference was largely negligible. That or the Anti-Skill guys really did more than just tune your car. The first section was mostly twisting as it snaked its way along the district borders. It was the last stretch heading northwards that was important. You were needed here so that the two of could draft. There was one final corner just before the exit ramp and that was where Lady Kudou would exit the draft and slingshot ahead of the mystery machine.

It was a simple exercise in theory. She had to stay glued to the one in front and just needed to keep the gas down. Getting to the long straight would have been a problem if you hadn’t run the route three or four times already. As it was, you were pretty confident by the time you stopped for a quick break.

It was past five in the morning when it arrived. The two of you were cruising in a short loop when out of the darkness came a distant squeal of rubber. In Asuka’s hands, the phone rang. It was time. Merging on to the highway, you finally caught sight of the mystery machine. Godzilla Country was an apt description. In front of you was one of Japan’s greatest automotive feats. Deceptively bulky, like a sedan, it tore down the short straight almost before you could follow it. It hurled itself out of the corner at speed. The big black GT-R was in the rear view but for a brief moment before it passed you by, throwing itself in to a corner like a suicidal in front of a truck. Lady Kudou was yammering something on the phone and you,

Her words snapped you back as the Jag pulled ahead in a furious roar. The GT-R had set a blistering pace and you weren’t anywhere near good enough to follow it without wrapping yourself around a guardrail in the next corner. It had almost all the advantages, even more than the Jag did and it was foolish to think that you could have matched a supercar with your own. Lady Kudou had to set a pace that allowed you to keep up but still kept the monster in sight. The squealing gave way to a scream as Asuka held on tightly to the seat. You would too if you weren’t responsible for manoeuvring nearly 1.8 tonnes of steel around a corner at irresponsible speeds. It wasn’t her that was screaming however. That was the sound of the tyres.

The arrangement was a hitch in the plan sure, but it was better than losing before the run ever began. At this point, you were going to arrive at the straight in reverse position. The Camaro had taken the Jag’s place. You were now responsible for flinging yourself at speed around a corner and overtaking the black beast.

As the straight loomed, you could hear Lady Kudou reporting on the traffic conditions ahead. It was mostly clear, given the time. The few that shared the road were sensible enough to keep in the slow lanes as three machines hurtled down it. In the distance ahead were the four red rings of the GT-R, followed by the sleek and curvaceous rear of the Jag. The distances between you closed. The rumbling grew in to rolling thunder as lampposts became little more than flashes. A yellow light flickered. That was your cue. The corner approached and your speed didn’t even begin to die down. It was now or never as you,

What were you thinking? You were pitting a Nisan GT-R against a Chevrolet Camaro. There was obviously no contest here. It beat you out in all categories. Besides this was Lady Kudou’s problem not yours. It was her honour that needed to be satisfied. You were going to push the limits of grip and traction on a muscle car which was historically known for going fast in a straight line. The GT-R was a born and bred supercar. In relatively the idle time on the straight you had looked it up. It had set a Nürburgring record with the earliest model. So once again you had to ask yourself. What were you thinking?

You didn’t know and you pounced in to the opening.

The Jag had melted away. The red rings of death glowed ominously. Not yet, it wasn’t time just yet. The cars closed. As if gliding, the black GT-R moved across your windshield from one side to the other. It forced you to take the outside of the corner. That was fine. You hadn’t hit the brakes yet as the Camaro hurtled in with centimetres to spare. Then your foot switched pedals, slamming it as hard as you can as you cut revs and shed speed. You lurched forward. In your peripheral vision, you saw Asuka do the same. With a snap, the seatbelts held the both of you in place as you twisted the wheel sideways. Your heel moved over the gas as you felt the rear slide out. The car felt like it had buckled as the screeching of the tyres reached a crescendo. It was the scream of an angry god.

Then you realised it wasn’t enough.

It was only because you saw the distance between wall and the rear quarterpanel shorten itself to nothing through the rear view mirror. With your wheels having questionable traction, the near silent crunch turned in to snap. Violently, the front of your car whipped around. The smash blew out your window. Your Camaro, your poor, poor Camaro was glued straight in to the wall by its own speed.

The scraping had only gone on for about ten seconds before you finally came to a rest. While you were physically okay, it took another full second before you snapped back to lucidity.

“What were you thinking?” Asuka asked.

You were wondering that yourself. Thankfully, the car’s design features had mostly prevented any nasty injuries. You think your tweaked your left knee but you were otherwise safe and sound. Asuka had practically kicked the door off as the green Jag pulled up. The two women got out as well.

“Well I hope you’ve had your fun Lady Kudou,” your mother spat.

The Lady London simply rubbed the back of her head with a sheepish smile.

“Don’t worry, I can fix this,” she said.

You sure hoped she could because you wanted to,

“Just, j-just get the halftrack,” you finally said.

Slowly, you exhaled. The tension left your body.

“Don’t worry, there aren’t winner and losers here, there’s only those who keep running, or those who walk away,” Lady Kudou wasn’t very reassuring.

You heard Asuka sigh and your own mother give her a venomous glare before getting in the car. It took a while but eventually they managed to recover your trashed Camaro. There was no need to involve law enforcement. What were you going to tell Nayuta when she came asking? You didn’t even know where to go with it.

“It isn’t as bad as it looks,” she eyed the carcass, “Sure you’ve pretty much crushed up one side but I bet you the internals are still mostly intact. Plus, I can get the best enchantments this side of the world if you’re really torn up about that.”

It was a good effort but maybe she should have just gotten a fast car to begin with. Some vacation this was turning out to be. Maybe you should have stuck with to your strengths, like terminating Code M and stealing things.

“I hope you’re paying for the repairs,” you told the Lady London.

“I guess half of it was my fault so I’ll pay for the repairs, enchantments, tuning and all that extra stuff is on you,” she replied.

That was probably the best you were going to get.

“Then again there was that American Embassy job I gave you, if you could steal enough I’ll just pay for everything and a little extra.”

“Heh, no problem,” you sighed.

“Yep, no problem at all,” she smiled cheerily.

As the sun went down, so did the mask you wore. It was an extremely tight fit, designed to change your very face to be unrecognisable. A short hop later and you were soaring through the skies. School District 10 was a fair distance south, so you had to hop more than a few rooftops there. Academy City was a madhouse. For all its technology, all its achievements, they still couldn’t bring order to the lawlessness that existed within its borders.

If the City was a madhouse then the District was the Elizabeth Arkham Asylum for the Criminally Insane. It was infested with gangs and criminals. The eponymous thief’s guild made their home there, directing and organising thefts of various magnitudes. Drugs and guns were the main trade, alongside violence. Atop it all sat the Slumlord, She-Who-Not-To-Go-At. She would not have been a problem if she was a benevolent dictator. It wasn’t to be. She was closer to apathetic with no interest in the activities of those below her purview. You had tried and were unsuccessful in bringing her down. It wasn’t all bad however. She had taught you something. That even in disagreement, you could find common ground. An honest fight like that both of you airing both your grievances.

The status quo of the district wouldn’t change. Rarely did things change overnight but you think your fight was a good one. Daddy always said that to fight something, you must first understand it. That was how you spent your weeks after the scuffle with the Slumlord. You needed targets, motivations, and options. Beating up the average thug like a comic book superhero beats their archnemesis wouldn’t help much. That isn’t to say nothing would change. it was just the kind of change you didn’t want. They’d come to fear your approach, a ghost in the dark, but that wouldn’t change their nature. No, you had to understand the why they were turning to crime, to drugs, to guns.

Out of those three, two you understood. Crime was a means to earn money. Guns were means to keep that money. Then they would spend that money on drugs. It wasn’t the harmless stuff either, if poison could be called such. Years would be needed to reform an addict. While it was easy to find the dealers it was harder to find their suppliers. They didn’t just end up with the product, and while the City had its own production for medicinal uses, there was a missing link. The Slumlord wasn’t a dealer or supplier either. The only thing she supplied was violence. So it wasn’t her and when you followed the money it led in to two of the biggest factions within the district. Trick’s gang and the THIEF. The gear heads and kleptomaniacs. Either one could be the source of all this misery. You first investigated,

Not every resident of the district were criminals. A lot were just down on their luck and clung together to survive. They were kids your age, looking for structure, for shelter, for acceptance, for family. That was how they were lured in. They were the bright spots in this mess. Skill-Out, while many were delinquents it was simply because that was the habit they had learned. They could be used, as they were apparently the bottom of the totem pole. Their head, a figurehead really, was a young man by the name of Hamazura Shiage. He was like a pastor trying in vain to tend his flock. You liked to think the deal you cut with him was going to be truly profitable. Both as a way to bring order back in to the District and a way out for Shiage and his charges.

He had pointed you in the direction of Trick’s gang. They were cunning, no doubt about it. Just watching them operate told you a lot about their methodologies. A lot of people saw them as gear heads. They even embraced the appellation. It was a label hid what they truly were. They were smugglers. Anything that was being moved was under their purview. They stole cars to be able to transport goods, regardless of what those goods were. After all, stolen cars could be recovered, or sold off. With a war time economy, the City would be lacking in certain goods, goods that THIEF could procure and that Trick and his gang could smuggle out. You had found out they were paid not in cash, but in product. They took that product and sold it to the poor, and the downtrodden. It was a good system. Too bad you were going to do something about it. The plan was to,

You had to cut them off from the source. What better way to do that than first disrupting their leadership. After all, there was a reason everyone referred to them as Trick’s gang. He was the mastermind behind it all and he was going to be the first piece to fall. You had done your homework. The goon was some kind of illusionist that had lost his legs in some gang fight somewhere. He had rejected working replacements however, mostly so that others would underestimate him, subconsciously or otherwise. He saw wheels as an adequate replacement. You weren’t able to pin down all his contacts but you knew that he was the only one who had them. He trusted no one else with the information which was both a strength and a weakness.

Your plan went awry before it even got off the ground. Trick had gotten himself arrested, and records show it was that new fangled RoboCop VERDICT that did it. VERDICT was a living urban legend like yourself. So much for ending the drug trade decisively, you thought. It was a hazard of being a vigilante you thought. You couldn’t coordinate with the City. What was interesting to note was that he was working with the Slumlord. So perhaps the City’s own law enforcement was not incorruptible as they say. If there was one thing you hated more than the current situation in the District, it was a crooked cop. Either that or you had a pragmatic figure in law enforcement that you could establish rapport with. Maybe Trick getting arrested wasn’t so bad after all.
