You are Captain Dominic O'Hara of the EFSF Grim Guard, now one of the factions which have combined under the aegis of the newly-formed “Londo Bell” taskforce. In your last encounter with the Federation's Titans faction under Bask Om and the Zeon Remnants under Colonel Voight (both now deceased), you and your fellow pilots emerged victorious... but not without cost. Your machines were badly thrashed, and you were left in a coma for three days after over-relying on untested Newtype technology called a biosensor.

Not to mention the casualties among the Titans and Zeon personnel which accrued before you managed to put the battle to an end. A lot of people died so you could put both of those factions down all at once, and you sincerely hope it turns out to be worth it.

"Hey, Reiko? Karen? You guys think you can put me through to the EFSF Admiralty?"

Karen's eyes narrow, and her expression shifts from one of amusement to something entirely different. "Maybe. What for?"

"I think it's time," you tell her. "Titans is crumbling as we speak. We'll never have a better shot at shutting the last Newtype labs down without a fight as we do now."

"If you let me, I think I can end it today."

“And how do you intend to manage that?” Karen presses. “I know getting out of bed in your shape may make you seem invincible, but even YOU have limits, dumbass.”

You nod thoughtfully. “They couldn't very well do that if we caused another crisis... say... if a certain government report about the agricultural output of a certain planet were to fall into the hands of a certain investigative journalist?”

“Which journalist?” Catharine asks.

“I was thinking all of them.”

Defrah, however, doesn't seem too convinced. “So we'd just be letting them cover all this shit up again? Same way they seem ta do all the damn time?”

The only response you have for that is a distinct lack of concern. “We'd be accomplishing our short-term goal, and we could just release the reports later anyway.”

“That's dirty, skipper.”

“No, Defrah, that's politics. It's the game they've been playing from the start.”

Your commander sighs loudly. “Fine, fine. I'll see if I can't get Kowen to pull some strings and get the full admiralty assembled to talk shop.”

Karen laughs softly. “Yeah, pretty sure none of us give a fuck what the EFSF threatens us with anymore.”

You head down to the ready room while Karen sets to work. ALICE devotes her runtime to shipboard functions in order to replace the full bridge crew of the Nagato, who accompany you through the corridors. Your subordinates can't help but stare as you pass.

Your own team, Emma's team, the Puru triplets, Artesia and Mineva... everyone shows up, a few at a time. The furniture in the room is rearranged so that all of your number can face the main screen at once, seeing the Admirals and being seen in return. Not one of you is afraid to hide your identities anymore. You take a seat in the front next to your commander, the two of you flanked by Newtypes and high-ranking officers all in uniform.

“ALICE,” Karen orders, “make the connection.”

The screen in front of you flares into life, and you're treated to a point of view shot of a long table, around which about a half dozen admirals are seated. Those who cannot be there in person are represented by small holographic projections from devices positioned above each empty seat. These old men represent the unified mind of the Earth Federation Space Forces, and the combined military might of the Federation as a whole.

“So, my dear Commodore,” the admiral with the most stars on his collar asks menacingly, “what might you be contacting us about, after dismantling the Titans?”

I guess for swaying the undecided lot, the insinuation that they'll be compared to Bask and Jamitov's Titans by keeping cyber NT research facilities open might just swing decisions in our favor at this point in time.

I'm trying to find an IC method of getting into what Paptimus' endgame is about. Us and the crew still know very little about what he's up to (we just ended up monkey-wrenching his plans while doing a drive-by on Bask and Voight) and I was hoping whatever Kowen has uncovered might shed some light on that (for one, to see if Paps is successful in churning out any fanatic cyber NT to his cause).

A murmur runs through the group. “Do you have ANY godly idea how much that piece of equipment cost?” the same admiral demands.

“A thing like that shouldn't have existed in the first place,” Catrina shoots back.

“And in the hands of Titans it was a threat to all of you as well,” Haman adds. “We did you a favor. You should be more grateful.”

“Destroying our men and materiel means we should be GRATEFUL!?” he roars.

Kind of a double edged sword at this point. It might allow Newtypes some breathing room at the very least.
But Pappy, Panini, and Doggie might use it as an excuse to make their crusade legit.

If we're going by canon La+, it'd be this then.

Good question.

The charter would legitimize another Zeon uprising ("Newtypes should be given rights to govern themselves" or something) meaning that the colonies will go apeshit against them, especially after the failed gassing attempt and with all the sympathizers still around.

On the other hand, the agri report would create a mass panic, since it says how everyone will die of hunger if shit keeps happening. I wonder if our recovery teams or the Titan defectors have managed to get some info whether Bask was involved with Operation Stardust.

The charter should give us some breathing room for future Newtypes, but at the same time makes another revolt possible.

The gray-haired belligerent opens his mouth to speak, only to be interrupted as ALICE plays cockpit records of Bask going batshit crazy during the battle a few days back. His slow descent into madness is ended when a shot rings out, causing many of the admirals to wince.

"And the station you're whining about is a clear violation of the Antarctic Treaty," you conclude.

“The Antarctic Treaty no longer applies,” a second admiral insists. “It was signed with a government that no longer exists.” Well, it seems that there are some admirals here that are still completely behind Titans' agenda... that could really be a problem.

Artesia shakes her head dismissively. “That's a technicality and you know it. Nobody in the colonies is going to buy that line from you anymore.”

“Our demand is simple,” you continue. “We want you to agree to permanently shutting down every Newtype lab operated within the Earth Sphere. Permanently.”

“That's one hell of a big demand,” the first admiral, who seems to be in charge, sighs. “I understand the sentiment, but it's never that easy.”

“You'd have us give up advancing our weapons programs?” the gray-haired asshole from before asks incredulously.

You nod sternly. “Did I stutter, old man? Those “programs” are money-sinks with no real oversight and a list of ethical issues a mile long.”

“Can you back that up?”

“Where you attacked the facility without warning,” the asshole interrupts.

“... we ran into something insane that Titans was working on. Sera here was a part of that program.”

Behind you, Sera begins to explain the nature of the system that bore her name. “The Serein System was designed to amplify the Newtype brainwaves from its pilot to be used as a weapon. The intended effect was to produce emotional instability among its victims, which it did. Unfortunately for its designers, the effect only served to enrage Captain O'Hara, leading to an increased combat proficiency of an estimated eighty-eight percent.”

“And we have your word on that,” the second admiral observes.

You shake your head. “Nope. We salvaged one of the machines, recorded cockpit data, and stole several blueprints. ALICE?”

Your AI shipmate sends the relevant data to the admirals, some of whom regard it with varying degrees of shock and surprise. Others however seem unimpressed.

“That's it?” Admiral asshat sneers. “One weapons program you don't like doesn't make it a problem.”

Rossweisse glares back at him, seething with an uncharacteristic rage. “We are NOT weapons.”

“Excuse me?”

“Are you hard of hearing?” she asks in a dangerous growl. “Did I say something that was too complicated for you to understand? I said that Newtypes are not weapons for you to experiment on or use at will.”

You look at her, trying to let her know that she doesn't have to push the issue of she doesn't want to, but she seems determined. “Too many of our crew lived through hellish programs of human experimentation, myself included.”

You seem to be thinking that the situation is out of control. Let me correct you. You lost control the moment the Titans were unleashed.

I'm giving you a golden opportunity to unilaterally accept this and come out ahead politically. There is no better chance to disown the Titans and blame everything on them.

It's not the weaponization that's a problem. Well, it definitely is, but there's another point to consider.

Supporting the Serein program is basically giving approval for technology capable of mentally intruding and exerting influence on anyone.
At the very least, that's a very uncomfortable thought to consider to a public that values their privacy.

“Not to mention anti-Titans sentiment's at an all time high,” Haman adds. “And since Titans was running most of the labs... I'd have figured you'd run screaming from anything to do with them.”

“She has a point, Hector,” Kowen's hologram muses. “Hell, they've all got good points, and lots of 'em.”

The ranking admiral nods thoughtfully. “And the counterargument seems to be limited to “don't wanna”, or some similarly childish notion.”

“You can't be considering giving in to the demands of these terrorists!” the asshole replies, slamming his fists into the table. Several of the other admirals present nod quietly, while others seem to take issue with labeling you and yours “terrorists”.

“They're not demons,” a female admiral frowns. “They may place their conscience before loyalty, sure, but seems to me their independent actions have been largely justified.”

The five stars in the back sigh heavily. “We'll put it to a vote. Who among us, right now, would be willing to turn over the Newtype labs for decommissioning?”

Around the table, seven hands go up: including Kowen, five stars, the female admiral, and an older admiral you vaguely recognize as being part of Kowen's old camp.

“And those who remain... unconvinced?”

Seven hands go up again, including the loud asshole and his main supporter among the other admirals. Three admirals fail to raise their hands.

It is. The real founding charter of the Earth Federation has one clause that the official one doesn't. But Dom doesn't actually know what that clause contains, so he can't use it effectively as blackmail. Though it's actually a really minor thing, the fact that they covered it up would cause more scandal than the implications of the clause itself. Still, best not to use half-complete knowledge to extort assistance.

The female admiral stares at him in confusion. “What can't he prove, Hector?”

“Nothing. Don't concern yourself with it.”

“What Dominic's trying to say,” Haman interrupts, “is that now's not a time to be divided. We don't need petulant bickering and stubbornness making it harder to deal with the problems that are facing ALL of us.”

Artesia nods in agreement. “Regardless of whether you think we're terrorists, vigilantes, or whatever else, we're all going to be in the same situation soon enough. Give up on keeping these infernal labs open, save yourselves the political firestorm.”

“Or,” you conclude, “you can deal with Mars and Jupiter without our help.”

That's why Axis is such a big threat in the long run. If the MZ plan succeeds, Earth will be separated from its only food sources, and then they starve or have to evacuate and become spacenoids.

Five stars silences Asshole with a glance of his own, before waving him off. “You're disrupting the meeting, and I'm getting sick of it. Either shut up or leave, those are your choices.”

After giving you one last poisonous glare, Admiral Asshole gets to his feet and excuses himself from the table.

“Damn sore loser,” Kowen mutters.

Speaking of the remaining Titans factions, actually...

“So where does that leave the Tachibana faction?” Karen presses. “They're the odd ones out in all this.”

“For now they're on provisional status,” the female admiral tells you. “We're in the process of reviewing the situation, but the man seems like he won't make himself into a problem.”

That's good to know. In terms of Titans, it seems like Tachibana's one of the few officers who never really forgot what his mission was supposed to be. From the very beginning it's never been about power or authority, or even about defeating his enemies: it's about the Earth Sphere.

“So Kowen,” you continue, “I hear you've been learning about what was going on at the Gryps lab? Care to share?”

Karen shifts her weight next to you, crossing her legs casually. “Yeah, I've been waiting for this news too. C'mon John, tell us something interesting.”

I actually think that's something we should do, as part of the epilogue. A nice school, as open to the public as it can be while remaining safe, with lots of transparency so as to demystify the Newtype condition and get people used to them. “There's also a low-cost version of the Iota Gundam you faced that was stolen, as well as a few more mundane MS weapons. But by far the worst news would be the cyber-Newtypes.”

“He'll be reconditioning them by now,” Rossweisse comments. “Damn.”

“We'll figure something out,” Carya reassures her. Sera puts her hand on Rosse's shoulder in quiet support.

“She's right.”

Kowen flips over to the last page of his dossier. “It's worth noting that someone on-base scrubbed the files related to any other labs' research before Suck Cocko got to them. We also found something that may come in handy later, when it comes time to fight him.”

It takes you until the female admiral asks Kowen for the details to realize that he just called your Jovian foe “Suck Cocko”. Damn, old man. It's an unusual amount of mean, coming from him.

“It's Newtype tech,” he explains. “None of us over here could make sense of it, though. Even has Amuro puzzled as to what it's meant to do.”

“Think you could take a look?”

So it's a mystery? That's fine by you: if there's anyone who can figure it out, they're probably in the room with you right now.

“Send the data, then,” Karen replies.
