Welcome to Academy City. The time is sunset, the weather is windy, and the date is January 19.

You are Kyril Torikov, Level 3 telekinetic ‘Superhero’ and you were sitting in your car. It was idling at the moment as you contemplated your next move. Nayuta had dismissed everyone for the day given the results of your investigations so far. You weren’t surprised that Academy City had its own fair share of dirty cops. That wasn’t really a problem since you could be considered one as well. No, the problem was dealing with them. Kaoru was caught in a conflict of interests, between personal justice and professional duty. It wasn’t a great dilemma for you though. Since she was a dear friend and colleague, you were going to make that problem disappear.

Nayuta had produced a list so it wasn’t like finding the targets were hard. You had to get them all before the night was out though. Otherwise Kaoru would wise up to your decision to go behind her back like this since it was her case. Your plan was simple, shooting them in their sleep. It was the logistics that had you temporarily stumped. You were sure the guns lying about your apartment was perfect but they were traceable. Likewise, your targets didn’t all conveniently live together which was good and bad. Travelling between them was going to be a big waste of time, assuming each target didn’t warrant more than a quick burst through their bedroom window. There was a solution to this though. Sagara was conveniently in possession of a helicopter, and as the head of THIEF he could probably acquire an ‘untraceable’ weapon for you to use. It might cost you later though.

Apparently Sagara was pretty busy himself. That said he was happy to make some time for you. It wasn’t surprising however that he had come in to possession of a gambling establishment in School District 10, complete with an underground parking lot and appropriate security. You assumed he was using it to launder money, in addition to his more lawful enterprises. Of course when you had stepped inside, it looked more like an exclusive club than a gambling den. You had told him that when the two of you had met.

“That was the plan,” he confirmed, “It cuts down on my work too. I like to think an invitation-only gentleman’s club is classier than the local fast food joint.”

“It makes you easier to find though.”

“Let me worry about that,” he brushed off your concern, “Now, what can I do for you?”

“You don’t happen to have an in with Anti-Skill do you?”

You slid over a list of names. He seemed to be able to infer enough just by looking at it,

“Whoa man, did you forget? We don’t do killing here, even if they are a bunch of scumbags.”

“I know, I was wondering if you had anything you could spare to go missing that’s all.”

“I do have Kyousuke’s old rifle lying around somewhere, got a scope and everything. Figure it’s better than sneaking through home security just to put a bullet in them. If you’re talking about hired help I know that Kinuhata chick’s still in the game. As long as she gets paid she’ll do the job even if she doesn’t like us.”

“And the helicopter ride?” you asked.

“As if I had the time to fly you around everywhere,” he smiled, “No seriously, I don’t and I actually want to get some sleep tonight.”

In the end, you left Sagara with a rifle. Though packed in a new case, it was actually pretty banged up. Sagara had assured you it was in perfect working order. His only request was that you return it the next day in working condition. It held more than a bit of sentimental value and had served well in the Problem Children’s adventures in central Europe.

The detour had cost you only a bit of time anyway. As the sun had fully set, the streets emptied. The few pedestrians that remained only stopped to point and stare when you had gotten out of the car. Still they didn’t otherwise impede you from finding a perch as you sighted the first target. It was a straightforward shot all told and as high up as you were, the wind was more than enough to mask the discharge of a rifle. CADRE made pulling the trigger a formality. So it went for the first few. They were dead before they even knew it. One was even unfortunate enough to be caught in the bathroom.

The time is now night, the weather is windier, and the date remains unchanged.

As you were thinking things were going rather smoothly, you were interrupted in the middle of setting up for another target. They had arrived silently, and the only reason you had caught them at all was because of their question,

“What are you doing?”

You didn’t bring the rifle to bear on them immediately but you did turn to look their way. It was Grímsdóttir.

“I thought you patrolled School District 10,” you spoke, “Are you go going to get in my way?”

“I asked first, so it depends,” she replied tightly, “So?”

I think this is what I want to say, anyway. We're killing a bunch of destructive, zealous retards who have access to dangerous equipment and no qualms about getting other people killed in the name of their little crusade.

And then there's the meta knowledge about how they murder kids and use their brainmeats to make weapons. But I don't think Kyril knows that.

You sat the rifle back on the ground and lay down beside it.

“Internal affairs business,” you answered eventually.

“I doubt that,” the vigilante returned.

She put herself in front of the rifle. Even if the bullet went clean through her, the shot was already spoiled.

“Treason is punishable by death. Sending them off to the front would do more harm than good. It is regrettable but we cannot afford to be lax in this. Now will you step out of my line of fire?”

“Next you’ll tell me you’re just following orders.”

You didn’t. One because this was something you were doing on your own initiative. Two because that question was as loaded as the rifle in your hands. You simply remained silent and let her interpret it as she wished. She sighed and shook her head.

“And you accept these orders without question?”

“They’re dead men walking either way. If not me, then someone else will pull the trigger. I am simply the most expedient.”

A part of you were relieved she came to wrong conclusion. Another part of you were trying to make sure you maintained your façade.

“It’s just how this City does things,” you continued, “There’s too many problems and not enough resources to deal with the root causes. So unless you want go to about convincing fanatics and zealots that they’re doing more harm than good, stay out of my way.”

What a waste of time you thought as you left her. By the time you got set up again at another site, Grímsdóttir was gone. Good riddance you thought. As you sighted your target you really couldn’t believe your eyes. She was in the target’s apartment. How did she move that fast? This site was your second choice since it was a trickier shot. The wind changed direction halfway to the target. Compounding this was a nearby wind turbine that obstructed the line of fire with each rotation of its blades. The target was stirring from the noise she had made with her entrance.

She managed to enter his room as he drew his pistol. Before he could shoot her, your bullet entered the lower right side of his back. It was a clean kill. The shot exploded through his liver and ruptured his kidney. From the wound profile you observed he would be going slowly and in immense agony. You wished you could say it was a shame but the target was down and that was enough for you. The target slumped down to the ground and you could see Grímsdóttir’s expression. It was half muted horror before she raised her head. She could see you, of that you had no doubt. With a hardening of her posture she stepped back before diving out of the window. You had a feeling this was going to be a race.

There were two more targets left. You stuck the berry on the top of your ride and were off. By the time you had arrived, the next target was already up and about. No doubt they had some kind of alert system. You could see him run about in his little apartment and with a gun in hand. Grímsdóttir had yet to arrive and you set up quickly, hoping that there were no hidden exits that you couldn’t cover. Either she had no idea on who you were after, or she was cutting losses and securing the other one. Still you didn’t have a good shot and you half contemplated the using your Ability to kill him. You would need to get close, and the usage of your ability would no doubt be registered but if you were concerned with speed, it was the way to go. Otherwise, you were going to have to wait. It looked like the target had a bugout bag ready to go. You just hoped he wouldn’t take too long.

There was no time to lose. Quickly packing the rifle and lowering it to your car, you then moved in to the building proper. You hadn’t turned off your limiter yet since you actually wanted visual confirmation before acting. This was supposed to be more subtle than your usual method of operation after all. If you were lucky, you could even pin the deaths on the vigilante and kill two birds with one stone. Striding through the corridors you could hear the banging and cursing as your target was making haste. The walls were surprisingly thing enough for your thermals to work slightly. He was making sure to stay away from the windows, no doubt worried about snipers. This played straight in to your hands.

You forced the door open with a bang, drawing the attention of your target. His gun poked out from around the corner and opened up. He hit nothing of course as you crashed in through another wall. You caught him as he was reloading. It was too late for him. Your limiter had come off and you had unleashed your Ability unrestrained in to the room. The measly bed room had turned in to a blender. Loose objects and small furniture whipped about, reducing the interior in to a mess. As for your target, he was blindsided by his own bed. His neck snapped from the impact. Just to be sure, you shot him with his own pistol before moving on.

If the neighbours had called for Anti-Skill you were long gone by the time they would arrive. There was only one target left. You weren’t the first to arrive though. Grímsdóttir had beaten you there and was escorting him out. They hadn’t seen you yet but she was doing a good job of shielding him. CADRE really drove home how little chance you had of a clean shot.

It was a moving shot, but you tried your best. The first one clipped Grímsdóttir in the side. She barely flinched but you supposed she was wearing armour underneath her clothes. It had gotten her attention. She managed only a glance in your direction before your second shot struck the pavement in front of them. The duo started to bob and weave as they made their way out of the kill zone. You kept up the fire, peppering them. Each time, the vigilante would be in the way. It was almost as if she could predict where you were firing. Each time she was struck, she would stumble but ultimately shrug it off. As you swapped out for another mag, you were starting to think she was an Ability User because surely no one could have been that well armoured up.

You followed them from the rooftops, only stopping to shoot when you had a good chance to hit. They ducked in to a parking garage and you were forced to follow. You were on your last mag by then, a mere twenty rounds. It should have been over kill but so far you hadn’t succeeded in hitting your target once. A car alarm went off below you. Oh, so they were planning to steal a car huh? As you moved towards the source, another car alarm sounded. It was a distraction. More car alarms went off and while you could tell they were coming from the floors below you didn’t know which one they were going to take until you had a visual. There was more than one way out too so you couldn’t just camp an exit and hope they didn’t choose the other. That said, it wasn’t like you had a car and it was well within your power to track down an automobile theft in progress.

You jumped down a floor but it didn’t look they were there, at least not with a brief glance through your thermals anyway. Moving on the next you were greeted by a screech of tires as a sedan pulled out from one of the spaces and started to drive away. You made a note of the make, model, colour, and license plate as your raised your rifle. They swerved in to the space between two cars, as you opened fire. It was a grey Lexus IS300 with a typical Academy City plate and it was heading towards the exit. The parked cars had provided it with some good cover.

Thinking quickly you turned off your limiter and mentally slapped at the parked cars, hoping to obstruct their getaway. You didn’t have a clear line of sight but you did manage to finally clip the rear end, sending it spinning down the exit ramp. Whoever was at the wheel was more than skilled. They took the sedan sideways and out of sight to a lower floor. You wouldn’t be able to catch them on foot from here on out.

By the time you finally caught up, the car had been abandoned in an alley in School District 10. There was an extra set of tire marks though. It figured they would ditch it in the one district without proper CCTV coverage. They were long gone in to the night. It wasn’t the first time but it still annoyed you. With any luck you might catch it when they left the district, assuming that they did but you wouldn’t even know what car to look for. Frustrated, you returned home with your mind still on the one that got away.

The time is now morning, the weather is sunnier, and the date is now January 20.

You went to see Nayuta. Maybe she had a solution that had you up almost all night. Surprisingly enough, she was having tea and cake at a bakery instead of the usual abandoned office buildings she used.

“Mou, nii-chan, this is the weekend you know?” she chided good-naturedly, “But if you have a problem then you can count on me.”

Her earnestness was blinding really. Good thing you had the helmet on.

“You could say that.”

Then you explained your little ‘problem’ to her. It didn’t engender a reassuring expression.

“You know that if she asks I will tell her right nii-chan?”

You were fine if Kaoru found out. She was probably just making sure.

“But for someone in their position we can predict some of their next steps,” she continued, “First of all, the most logical option is that they will leave the City, or try to anyway. Good thing Etzali-kun is working on something related. We could go to him and try and figure out how they will leave. Assuming they have to stay in the City then obviously they’re going to trying to falsify records and that we can kinda track. The best thing in that case is probably to go after our vigilante friend anyway. Vigilantism in a lawless district is one thing but this is clearly obstruction of justice.”

“I’m not even sure why she would try and help them in any case.”

“Elementary my dear nii-chan, most superheroes are a little touched in the head,” Nayuta waved her finger, “She might even have a practical reason, such as intelligence gathering.”

You ignored that she just called you crazy and asked,

“But if she was able to track down one of my targets in such a short time span then she most likely the resources to back her. What’s the point then?”

“Superheroes, and law enforcement, are usually always reactionary,” your boss answered easily, “We can only prevent crime by threat of punishment after all. So how are you going to spend the rest of your Saturday nii-chan?”

“Mess around? With me?” Nayuta sputtered, “Nii-chan, are you asking me out of a date?”

She was making fun of you of course. Her tone and surprise were obviously exaggerated after all. Still, you couldn’t let this go,

“You do realise that I am not into little girls right?”

“Hah, that’s not what your files and best part of the internet says,” she shot back with good cheer, “Besides my legs are my best selling point and I know they’re irresistible.”

You shook your head to mask the fact that you didn’t refute her point. She continued,

“But really nii-chan, I do have something I want to do today and I don’t mind if you come with me.”

With her tea and cake finished, she got in to your car. As you climbed in on the driver’s side and started the engine you had to ask,

“Where exactly are we going?”

“Cypress Park.”

You suppose that was her choice and you did agree to go with her. The name had made you uncomfortable. Still, you also called Kyousuke to meet up with you as well so you could hand off his rifle.

Your old orphanage was just as you remembered it. There were more children about though. You didn’t know if it was because of the war or another reason. Daigo was out front sweeping when Nayuta greeted him with a smile. Not all of the kids recognised her immediately but some of the older ones did. Of course you had to step out eventually to the surprise of the children. They stayed behind the fence of course, gawking like you were some kind of alien. In a sense you were. You,

You didn’t feel comfortable going in just yet. While the memory was with you, you still felt out of place if you walked in casually with Nayuta. In the end, you compromised. You elected to talk to the only adult male figure in your childhood.

“You must be VERDICT?” he spoke with uncertainty.

“I am.”

The confirmation had the kids gossiping with renewed vigour. Most of them shied away from you but one or two of the braver ones found refuge behind Daigo’s legs.

“Things are going well?” you enquired.

“As best as they can go. There’s still a lot of volunteers but,” he gestured around him, “There’s been more kids and we trying our best since our principal took ill.”

Mum was ill? Hopefully she would be alright. There was a pause in the conversation until you finally decided to reply,

“Then I hope she gets well soon.”

“I hope so too,” he agreed, “Ever since, well, a death in the family is always hard.”

“My condolences,” the reply was automatic.

While Daigo returned the courtesy, your mind was sent racing. Mum wasn’t doing well because of you was she? Or was it something else? It didn’t seem like the time to pry. Thankfully Kyousuke saved you from any further awkwardness. Some of the kids who had lived in the orphanage knew him, and Daigo was pleased to see him as well. While distract you went to get his gun for him, handing over the smooth black plastic case.

“Thanks man, I was going to do some plinking today, wanna come with?”

While you were going to refuse on account of Nayuta, your boss actually came out with someone behind her.

“Oh VERDICT,” she practically sung, “I have someone who would like to meet you.”

It was Aneue. Her gaze fell on the two of you. It was a gaze both of you knew very well.

You would not fear. Fear was the mindkiller. It was the little-death that brought total obliteration. You were going to face your fear. You would permit it to pass over and through you. And when it was gone, only you would remain. Kyousuke had no such luck of course. Aneue’s hand snaked out and caught him. It was like a cobra had struck. He dropped his gun case, looking to you with manic eyes. The words within them were a short, succinct, and desperate,

“Save me.”

“Better you than me,” you mouthed.

He wasn’t able to see it of course as you remained stock still. Her arms wrapped around his neck and Kyousuke could only despair at the treachery before it tightened.

“You have a lot of nerve,” were Aneue’s final words to him.

Alas poor Kyousuke. You knew him well. Aneue then turned to you, dropping your late comrade like a sack of potatoes.

“You’re next,” she said simply.

Before you could even begin to register the words your helmet was caught with a vice-like grip.

“Don’t think you can make one of my charges skip curfew that easily,” she hissed.

OH FUCK.

You liked to think you lived a relatively good life so far, barring the magical disasters, the associations with murders and thieves, the war, and so much traumatising incidents besides. Of course the peace and quiet you had so desperately sought had lasted for a total of two days, tops. Even now, you could only envy Index for the simple life she lived. True, she tended to be focused on writing and revising her manuscripts, but at least she wasn’t troubled. Not even the promise of a hot meal could distract her too long from her aspirations as a writer. She would probably never achieve international recognition or critical acclaim within literary circles but that wasn’t necessarily a bad thing either.

You were hounded by the inescapable presence of Othinus. The goddamned fairy followed you everywhere. That was fine, even if it did make going to the toilet rather awkward. What had you really annoyed was her constant suggestions for blood sacrifice, murder, and violence in general. She was also a physical being. Your arm couldn’t dispel her either. In then end she was more like a devil on your shoulder though she preferred resting on the top of your head. To compound on your misery, your friends couldn’t see her. Well, your normal friends at least. Tsuchimikado did a double take the first time. Of course, ever since then he pretended she didn’t exist. The diminutive fairy likewise paid little attention to others, save perhaps to tell you to murder them and rape their corpses.

As it was, things were getting out of hand, even for you. Thus you were forced to seek help. With Tsuchimikado being decidedly unhelpful, that left you with only two options.

Despite her protests, you brought Index along with you. If there was an expert on the magic side whose theoretical knowledge you could rely on, it was her. Aside from that, you were pretty sure your friendly neighbourhood paladin could help you. Her name was Jaswinder Kaur, Kaoru to her friends, and she was a Sikh magician. It probably said a lot about your life if everyone you could rely on were women. Not that you anything against Kyril but even Kaoru agreed that he wasn’t conductive to peaceful conflict resolution. You didn’t expect that she would be working during the weekend.

“Oh, another boy already Kaoru? Here I thought you were seeing VERDICT.”

Uiharu her friend, colleague, and your acquaintance teased.

“I do hope that this is important,” Kaoru herself started.

Then her eyes fell on the little devil on your shoulder.

“What is that?” she then asked.

“What is what?” Uiharu followed.

She must have come to the wrong conclusion when her eyes glazed over in self delusion. You however cut to the heart of the matter, and hopefully outside of ear shot of her gossiping friends.

“It’s a fairy,” she finally said, “A genuine fairy. And here I thought Christianity wiped out all those ‘pagan’ beliefs.”

“They did,” Index finally spoke up, “So she’s essentially a ‘pagan god’. With a name like Othinus, we can safely assume she’s taken the name from the Norse God, Odin.”

“And she even has one eye,” Kaoru observed, “Have you asked her about her story?”

“All she said was that she seeks revenge against a mad king and that she was going to maim, kill, and burn, a ‘sensei’ who had turned her this way,” you replied, “Do you have any idea who that might refer to?”

“One or two,” Kaoru hmmmm’d mysteriously, “One or two.”

You were surprised that she knew such a small thing at all.

“Unlike VERDICT, I actually read all the case files.”

“So he’s more like dumb muscle huh?”

“I wouldn’t say that,” she replied, “He shows flashes of brilliance every now and then but sometimes I think his strange decisions aren’t made by someone of one mind.”

“He’s obviously possessed by the ghost of Kyril Torikov,” Index ejaculated, “Holy Mother, that’s a great idea!”

She then started searching for a pen and some paper. No doubt this idle conversation had given her yet another source of inspiration. Kaoru was obviously talking Kyril’s mother. It wasn’t so surprising that the City had a file on her. She was a former associate of Teacher after all. You had almost forgotten but since Kaoru reminded you, it seemed like a particularly obvious thing to overlook.

“Why yes, I am quite sure Teacher had a plan for her,” Torikov-san recalled.

You were helping her put the finishing touches on lunch while the kids, read Index and Last Order, played in the living room.

“She was supposed to be stopped otherwise she was going to bring about the end of the world or something like that,” she spoke casually, “It was before my time.”

She handed a plates and cutlery over to you and you tried not to shy away from her touch.

“What else? I suppose he might have something to do with this ‘mad king’ your little spirit keeps going on about too. Though I am unsure if he was simply unleashing him on Academy City or against a specific target in particular, if at all. For all we know he could simply have lost his way.”

She clapped her hands, getting your attention.

“Perhaps you should try School District 10? It is where I would go if I had to hide.”

You would prefer she didn’t. Still if you were going you’d probably have to talk to the Slumlord. That or see Etzali. Kaoru had informed you that he was working another case there. Perhaps he had a clue.

Toshino-san really hated magicians with few exceptions. It seemed like a sensitive subject so you never asked, especially when your right hand did funny things to her. And by funny things, you meant unpleasant and embarrassing.

“Why is it that every time I look around there’s some Code M around ta fuck with me?” she continued, “I just wanna have some peace and quiet.”

“Welcome to my life,” you muttered.

“Does the chibi-chibi actually know who this guy is or is it that creepy stalker dude I met once?”

“Creepy stalker dude?”

You and Kaoru shared a look. Perhaps this was the break you were looking for.

“Yeah, his name is Ollerus.”

At that, your fairy blew up. Othinus started spewing a veritable litany of hate and vitriol. Toshino turned to you.

“I don’t know where you found her T-man, but looks like she knows this fuckhead as well,” she addressed the fairy on your shoulder next, “Hey chibi-chibi, tell us where to find this asshole so fuck him up.”

That got the little sprite’s attention. Then came a phrase that held no obscenities or calls to violence. In fact it should have set off an alarm bell when voice was overwritten by a man’s.

“Right behind you.”
