Welcome to Academy City. The time is now late morning, the weather is rainy, and the date is February 6.

You are Kyril Torikov, Level 3 Telekinetic ‘superhero’ and you were just finishing up brunch. A morning edition lay on the table as you contemplated the news. With an almost instantaneous cessation of hostilities around the world, many were hoping that this would signal the end of what many had dubbed World War III. It certainly looked that way given the Vatican’s paralysis in the wake of a Papal assassination and the prior breakdown of Christianity’s alliance. The only significant conflict now was in South East Asia. With foreign powers freed up from their wars you bet it would be a short while before that too was wrapped up.

Speaking of international relations, the Russian Federation had established the site of their new embassy with your help no less. In about a week, a major ritual was planned to target a particularly elusive Code M and they would be providing some vital muscle. Nayuta was probably waiting for you to show up at work so you could make sure the steps you took weren’t in vain. Code M were tricky and it was your job to keep them in line.

The news had also gone on about an increase in violence within School District 10. Given that you controlled a good third of the area that was saying something. There had been a rash of serial killings earlier in January but no one really seemed to care. Things had escalated. You, in particular, had been the victim of a targeted attack. Now it seemed like there was a shooting or bombing at least once a day since. With your stakes in the district, it would be a good idea to talk to Sagara and try to get a handle on the violence. Either way, the day was yours.

The time is now afternoon, the weather is still rainy, and the date remains unchanged.

Nayuta had definitely had a lengthy debriefing session with you. Most of it was how she was surprised that you as VERDICT could be subtle at all. Granted you were her only option at the time but you sometimes wished she could count on you more. She did mention that in hindsight, there was no need to have used cyanide gas when you could have simply meddled with the helium mixture. That was something you were going to remember the next time you were asked to assassinate a scuba diver. The one silver lining was that you weren’t around long enough for your overenthusiastic ‘secretary’ to arrive. You shuddered at the thought. Kaoru at least, seemed to have gotten back in to the groove. She was a bit more brusque however but overall not that much different.

Right now she was accompanying you as the two of you set about for the task that Nayuta had assigned you. There had been two matters to settle. One, you had promised compensation for the displacement of the tenants where the new Russian embassy was to be built. Demolition was scheduled to start today and someone had to transport the old tenants to their new residents. Trouble wasn’t expected but you had given your word so the least you could do was show up. The other task was guarding a VIP convoy. Ben-jii was going to be transported to a more secure location. Even if he was in a coma, he was Code M and something was definitely going to happen. Someone had to guard his convoy and it was either you or Kaoru. You couldn’t be at two places at once but you could visit the Anti-Skill motor pool to pick up an appropriate transport vehicle. One was an ambulance, the other, an unused coach.

While you were sure Kaoru’s word was impeachable, the City was probably going to be looking for an excuse to get rid of her. She was supposedly the one who had assassinated the late Pope. Thus you made sure to be the one to guard Ben-jii’s little transfer. You watched as she took off with the bus while you hopped in to the ambulance. Already you were on guard as the ambulance set out.

“What’s with this route?” you asked the driver.

“Even if we’re empty we shouldn’t take a roundabout route,” he replied.

It made sense but it passed through too many small, isolated streets for your liking. In fact, you noticed,

“We’re being followed.”

“Ambulance chasers, heard of them?”

“Not for an empty ambulance that’s not in a rush,” you checked the mirrors again, “Not Code M though.”

“Yeah, we’re thankful for small mercies.”

You had to get in to the proper mindset. Sadly, the only experience you had of attacking a ground bound convoy of some sort had been when you yourself had been prisoner. So unless they got to Ben-jii already, then there wasn’t much you could do presently. Two blocks from the hospital, your tail disappeared though that didn’t mean they were gone. You were here to relieve Anti-Skill as the package was transferred to the ambulance for transport. The itinerary was heading towards a very familiar prison. It was certainly more secure than a random hospital.

Given the sensitive nature of the package, you concluded that there were few opportunities during the transfer from hospital to transport. Either they would try and sabotage the transport itself, or they could slip in something through the package and its assorted paraphernalia. You couldn’t keep an eye on both, and if it was an inside job, probably a moot point but you had to,

You escorted Ben-jii down with the Anti-Skill officers. No one even touched him as you moved his bed with the power of your mind. Even lifting him in to the transport was no problem at all and you took a seat in the back. It let you keep an eye on him as no one else was allowed aboard save the driver who was up front. The bed supposed to keep Ben-jii in his current comatose state without outside intervention. That was when you hit your first snag. The blinkers malfunctioned, as in, they wouldn’t turn on. Your departure was slightly delayed as you tried to sort out the problem.

“We can’t switch vehicles can we?” you asked.

“Nope,” one of the officers replied, “This is the only one rated for prisoner transport and the only one cleared to enter the prison. If we did switch, we’d have to jump through so many procedures we might as well wait for tomorrow.”

“And the replacing the lights?”

“They’re built in to the ambulance so unless you want to compromise the safety, electrical and structurally, you’re better off just driving normally.”

“We’re late as it is,” the driver chipped in, “Traffic will only get worse and I don’t want to explain to the warden why his new inmate is late.”

You didn’t want to say it wasn’t a good idea but the longer you delayed, the more things could go wrong. The driver in the end was right about the traffic. What started as light traffic through the district was now turning in to a mini-gridlock. You were pretty sure Academy City had automated traffic signals and you were also pretty sure this happened in a movie once. The driver tried to side streets but those felt horribly exposed as opposed to sitting still.

Someone was definitely messing with you. If the earlier tail was an indication, then they probably knew your itinerary. From that, they could manipulate traffic lights and guide you at their pleasure. No, staying on the road was far too predictable. You banged on the side of the ambulance.

“Stop the vehicle,” you instructed.

“What?” the driver seemed confused but pulled over shortly, “Alright, what now?”

“We’re taking the high road.”

The driver said something but you ignored him. You climbed on to the roof of the ambulance, to the staring of the pedestrians on the street. Then you turned the ground bound vehicle airborne. You used your feet to keep the whole thing floating in the right position. A quick check on your GPS later and you were off. The driver hadn’t protested much. He was probably too terrified to comment since his life was in your hands now.

It was slow going, mostly because you were taking care not to drop your package but it did afford you a good view ahead of you. A good thing then, as you spotted several figures assembling about the nearby rooftops. All pretence of stealth was gone. They were carrying rifles and other gun-like objects in their hands. CADRE identified them as grappling hooks and anti-materiel rifles.

You saw the flash and almost instinctively, you and your cargo dropped immediately in altitude. The round exploded in to the wall of a building as you dipped below rooftop height. Up here, the gunners would draw a bead on you eventually since you weren’t manoeuvrable with the kind of cargo you were carrying. You probably could outrun them if you dove straight down but that wasn’t bringing you any closer to your eventual destination. Fighting would require you set down the ambulance temporarily as CADRE didn’t give good odds if you stayed airborne.

The fastest way between two points was the straight line. Unfortunately, the only straight path was down, even if it was out of their line of sight temporarily. You let gravity grab hold. As you guided the swift descent, you angled for patch of road that was suspiciously clear. Still, there was nowhere else to land and going any faster could risk integrity of the package. The fancy bed that Ben-jii lay in wasn’t suited for withstanding the amount of strain you could force it through.

To the driver’s credit, once the wheels touched the ground, he was off as you did your best to clear away obstructions without too much collateral. This was harder than it had to be since your assailants were abseiling down the side of the buildings guns blazing. Individually they were easy to pluck from their perches but you couldn’t get them all before they got to the driver.

You were nearly flung from the roof as the ambulance swerved and came to a rest in the rear end of a sedan. It was a testament to their marksmanship that they had avoided hitting civilians. Not only that, Anti-Skill was nowhere to be found. One would think that a gun battle in the streets would warrant a rapid response.

There was a brief reprieve in the attack as the initial wave was dealt with. You slid in to the ambulance through the cracked windshield. Gingerly, you shoved the headless corpse of the driver out and tried the engine. All that got you was a whole lot of smoke and sputtering. The ambulance was a goner. Anti-Skill was on its way though it was still some time out, given the mess of traffic that was paralyzing the City. Waiting for them might not be the best option given that you were stranded until they arrived. Surely there would be alternative transport somewhere.

You needed alternative transport. With the amount of gunfire in the air, you were lucky you were only hit in non-fleshy areas. The few that did were absorbed by the armoured vest you had underneath your clothes. The fact that the ambulance was the only thing allowed through the final leg of your journey was the furthest thing from your mind. Still, you picked up the ambulance and kept moving, looking for alternative transport all the while. Thankfully, there was an abandoned truck that you could stuff the ambulance in with a little creativity. You made sure that Ben-jii remained undisturbed. With the change of vehicles, you hoped that whoever was after the package wouldn’t notice. Above, you could hear a helicopter but it definitely did not register as one owned by Anti-Skill. You decision proved wise as it flew on, definitely on the lookout for a crashed ambulance that was no longer in play.

The gun fight had definitely spooked the traffic. With Anti-Skill shutting down the lights and manually directing traffic, you could get to where you needed to go easily. As an extra precaution you even switched appearances temporarily as you navigated the streets slowly but surely. Anti-Skill were on high alert but paid you little attention even as you arrived at the prison and delivered what remained of the ambulance and Ben-jii to the authorities. There was never a slow news day in Academy City.

The time is now evening, the weather is still rainy, and the date remains unchanged.

By the time you were done with the handoff, you had had a lot of time to think about who had attacked the transport. Following up on the attackers felt like the next logical step in maintaining control. Nayuta would probably have a few ideas, what with the official sources you could tap in to. On the other hand, this seemed like a lot of work with little return so maybe you could just punch out instead.

While your work was done for the day, that didn’t mean that you couldn’t follow up with the perpetrators of the attack. Nayuta had yet to call you, even after you left a message, so it was probably a good idea to try elsewhere. That you were meeting up with your friend at a bar was just a bonus. Sagara was there, though you hadn’t expected Kyousuke, nor had you expected Tadakuni.

“Look who’s off work,” Kyousuke was the first to notice you.

“So he is,” Sagara added before ordering a drink for you, “Busy day?”

“Tell me about it,” you grouched.

You normally weren’t the type for a cold beer but you suppose it went with the salty morsels on the bar counter.

“Well if that’s what you want,” Tadakuni smiled, “I’m pretty sure there was a traffic accident earlier today. Several of them, in fact, involving bullets, lots of bullets.”

“Not to mention that shifty article about a professional hit?” Kyousuke offered.

“No comment to that last one,” you replied, “I would like to know whoever was behind the ‘traffic accidents’ though.”

Tadakuni shared a look with Sagara. The latter shrugged.

“Well, I might know something about that but it’ll cost you friend,” Tadakuni finally said.

“You know me, always trading favours,” you replied.

“You might not agree if you actually knew what kind of favour,” Sagara warned you.

“I’m not going to say it can’t be that bad but let me hear it first,” you argued.

“Your funeral.”

You weren’t sure whether Sagara was speaking to you or Tadakuni.

“So, my ‘girlfriend’ is in prison,” Tadakuni grinned maliciously, “and I need a little help to bust her out. I’ve already done the footwork all that’s left is to execute. With some Problem Children, I think I can pull this off without anyone being the wiser.”

He was referring to Lupin IV, the girl called Riko Mine. This didn’t sound like a good idea to you.

You laughed long and hard before finally concluding with a simple,

“No.”

“Can’t say I didn’t try,” Tadakuni looked rather put out.

“Much as I respect Riko as a thief, she’s annoying as hell,” you continued, “That and it’s a conflict of interest. I will be obligated to stop you if ordered to but it’s not like I take every claim of jailbreaking an international criminal mastermind seriously.”

“There, there, I’m sure she’ll appreciate chocolate more for Valentines,” Sagara twisted the knife.

“Man you guys suck, I need better friends,” Tadakuni complained exaggeratedly.

You supposed that you were going to have to go crawling back to Nayuta after all. That was for later though. Now was the time to just hang out and decompress.

“Have you tried looking in that Supermax in Louisiana?” Kyousuke suggested.

“What?” both you and Sagara asked.

“Pfft, of course not,” Tadakuni apparently got it, “Riko would be angry I got clowns from a mistranslation of her native language. It should be ‘beaux rêves.’”

“What? Can’t date a French girl without picking up a few things” Tadakuni was indignant.

“I’ll say,” Sagara smiled, “So incarcerated girlfriend aside, anything interesting going on?”

“I’m surprised Kyousuke’s out boozing with us instead of taking care of himself,” you remarked.

“Might as well have an iron liver to go with an iron lung,” your convalescing friend shrugged, “At least this time I’ll always have some body armour on.”

“Not that it’ll save you against a serial killer,” Sagara pointed out, “Or whatever nutjob that thinks regular bombings will keep us honest.”

“I’ve read a bit about that yeah,” you admitted, “Did someone catch the psychos yet?”

Sagara shrugged and answered,

“Last I heard Grímsdóttir was on the case but it has probably gone cold since the shootings began.”

“Yeah, I can imagine a few dead hookers getting lost in the sea of domestic terrorism,” Kyousuke agreed, “Makes me glad I don’t live in this shithole.”

Sagara and Kyousuke respectively gave you two different answers. You looked between them and had Sagara go first.

“Well, generally speaking, they tend to target any gang with an appreciable number of Ability Users.”

“Sounds like Skill-Out are escalating,” you remarked.

“But that’s the thing, it’s not them,” Sagara seemed exasperated, “I keep in touch through Kinuhata.”

“The bad kind I bet,” Tadakuni couldn’t resist an opportunity like that.

Sagara groaned,

“Shut up, you know what I mean. Anyways, Shiage and his kids aren’t trigger happy nutjobs and we haven’t had any beef with them since Kyouko was taken. In fact, some of them are working for us in protection.”

Well that was good to know.

“So whoever it is, they either have something against Level 1s and up,” Kyousuke summarised, “Or, maybe they just hit places where people gather. It’s just that the way the district’s economy is set up, bars, clubs, and casinos have a bigger chance of getting hit.”

“That or they’re some kind of fun police,” Tadakuni added.

“Great, just what we need, the fun police,” you snorted, “Got half a mind to catch up with our good friend Grímsdóttir and ask her what she thinks.”

“That would save me a lot of trouble,” Sagara answered, “I’ve been trying to find her and well, she’s like a ghost in the night.”

“You’re telling me you’ve been chasing her tail all night long?” Kyousuke asked, “Desperate much?”

Sagara replied by sprinkling salt all over him with a salt shaker.

“Fuck, watch it.”

Kyousuke got up. Sagara pursued.

“You know, I bet Nunotaba would pay a couple grand to watch Sagara rub salt in his wounds.”

“Shhhh, we can’t tell who’s listening,” you warned, “They’ll give her ideas.”

The bastard smiled.

While you did talk shop for a little bit afterwards, there was nothing concerning at the moment. Privately you wondered if the attack on the convoy and the growing domestic terrorism problem were related. Maybe you could ask Nayuta but you had a feeling she’d probably dismiss the idea as an insane conspiracy theory. There was another you could ask, Grímsdóttir. The problem was that you only had one way of contacting her and that was through a mutual Code M acquaintance.

You didn’t have the best relationship with Grímsdóttir but she was an invaluable perspective on the problems plaguing School District 10. The problem with these mysterious vigilante types was that you never found them. They always found you. Which was why you had rode the bus to Nagatenjouki and hunted down a Code M bodyguard by the name of Taylor. She, and her charge, would no doubt have their own takes on the surge in violence.

“I wouldn’t say that we have the most normal of perspectives.”

The three of you took tea in the cafeteria. You had come in your civilian guise, to Dinah’s delight. Taylor continued talking,

“I’m what the City calls Code M and I’m guarding a former ambassador’s daughter. I know things.”

“Like how to get in touch with Grímsdóttir I hope.”

Dinah coughed, having her tea going down the wrong tract. For a brief moment, her bodyguard looked on bemused before a handkerchief was produced to help clean up the inadvertent spray of Earl Grey.

“I suppose I can spare a moment to track her number,” the bodyguard got up, “I’ll be right back.”

There was an awkward silence until Dinah found the courage to speak,

“Friend, is the situation in School District 10 so terrible?”

“It’s getting better,” you replied, “The Russians wouldn’t have decided to put up an embassy in the district after all.”

“And the killings?”

You shrugged.

“For a defender of the City VERDICT seems to be rather ineffectual. Do you not think so friend Torikov?”

“And Grímsdóttir is any better?” you asked irritably.

“Of course, because friend Kyril is asking her for help.”

She got you there. Thankfully, Taylor returned swiftly before Dinah could gloat.

“Alright, I can set up a meet, on the condition that you tell me who she’ll be speaking to. She wants to know who she’s dealing with.”

You supposed that was fair. Your choice of appearance coloured all your interactions.

“I’ll be going since this is a local matter to begin with,” you replied, “VERDICT’s only one man and he probably has bigger fish to fry.”

“I bet he does, what with the City finally bringing in good old Benjamin,” Taylor opined, “Bad enough he turned out to be a rotten apple.”

“You seem like you know a thing or two,” you remarked.

“I’ve been around long enough to know about him, and Miskatonic graduates in general.”

“Friend Taylor, are you not perpetuating the rivalry between your schools?”

“It’s not like it exists anymore,” Taylor simply waved her off and returned to the original topic, “But I bet you the attack was an attempt to ice him, permanently. It doesn’t make sense otherwise.”

She didn’t need to know that he was a keystone in Teacher’s ever complex plans so you whiled away the time chatting with the two. Accelerator even graced your party with a sneer once during the lunch period.

You waited in your office alone. Kyousuke had long since retired for the day. With the rapid amounts of money and property changing hands, you had been conscripted to double check the books. Gangs used to hold territory. Now they rented it, from you. Thankfully, Grímsdóttir arrived before you started making pie analogies.

“Torikov,” she was all business.

“Have a seat,” you genuinely offered.

You were only let down a bit when she declined,

“I’ll stand if that’s alright with you. What did you want?”

“The troublemakers in the district, tell me about them.”

Her eyes narrowed in suspicion.

“What’s your game here Torikov?”

“And what makes you say that?”

“When you gutted the Guild, you did it out of revenge,” she replied, “I am not a tool to be used in your own personal vendettas. Give me one good reason to help you Torikov. Tell me, where on this doll these terrorists touched you.”

I want to stop all the pointless bloodshed and figure out what a group of terrorists with access to explosives and high quality weaponry is trying to do here of all places. I don't call myself the owner of a protection service for nothing, I sincerely intend to protect these people. And I'm a bit suspicious about how the attacks started right when the Russians made it official that they plan to build an embassy here.

The two of you glared at the other for a good long while.

“Hmmmm, so it looks like you don’t know.”

“Don’t know what?”

“Your boss, your real one, it’s VERDICT isn’t it?”

You remained silent.

“It wasn’t hard to figure out that you were probably a plant, some kind of puppet put in place to pacify the district,” she went on, “But you see, here’s the interesting bit. You weren’t the only one.”

You didn’t have the composure to fake the confusion.

“He had another. No one knows his real name but now he runs the Guild instead of the four guild masters that came before him. Used to run in gang destroy by VERDICT.”

“Sounds familiar,” you noted dryly, “And I assume this lone survivor was press ganged in to service?”

“He did.”

The tone of her voice held an unspoken accusation.

“I have reason to believe the current Guild Leader is connected to the rash of violence spreading through the district, not the Russians. The former leader of the Guild, the one you left alive, had this on her.

From her belt she unclipped a vial. Inside was a murky substance.

“You want me to help you stop the violence, fine, but first you help me take the Guild Leader down for good.”

“And after that?” you almost didn’t dare to ask.

“VERDICT’s next.”
