Welcome to Academy City. The time is morning, the weather is murky, and the date is February 8.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’ and you were troubled. On your desk was a vial filled with fluid you had rather not have identified. You weren’t quite sure what to think of Grímsdóttir walking around with it, or how she had found it in the first place. She had named Etzali as the culprit. Given his history, as a violent criminal and a Code M, it wasn’t that hard to believe that he had gone off the reservation. The risk had been there when you had decided to press gang him in to service after all. Some part of you really didn’t care what he got up to his private time but the fact that he could have had a connection with the ever escalating violence in and outside School District 10 had you really worried. School District 10 may be lawless but if that lawlessness spilled out then it was on you to contain it.

He may have begun to outlive his usefulness but even you wouldn’t take the words of a vigilante at face value. The issue merited a proper investigation. First off, you needed to get this piece of evidence secured. Second, you needed a second opinion. You weren’t exactly a trained investigator. The question was who you were going to go to. Nayuta was an obvious choice. She was trained to deal with this and deserved to know that one of your decisions was coming back to bite you at the very least. Covering your ass was pretty much her job. Though if you didn’t want to trouble her, there were other avenues you could try. Official sources were one thing but they didn’t quite have an ear to the ground as someone who actually lived and breathed in School District 10.

Already you had a feeling that today was going to be full of surprises. For one, Nayuta had finally decided to settle down. Rather than a decrepit and unused office building, she now ran operations from a mobile command centre. It was a refitted Anti-Skill armoured transport to be honest.

“I liked it better when you slummed out in buildings,” you complained, “At least there’s parking space.”

“Ah, don’t worry about it nii-chan,” Nayuta waved you off, “We’ll get a bigger one to fulfil your Knight Rider fantasies.”

You didn’t have anything to say to that. Your secretary did however.

“I suppose even VERDICT-san has hopes and dreams.”

“Aren’t you supposed to be in class?” you fired back, “And you, aren’t you too young to drive? Don’t tell me it’s Kaoru at the wheel.”

“Kaoru-chan’s in class,” your boss replied.

“While I, Kongou Mitsuko, have the morning free,” your administrative assistant finished.

“That doesn’t fill me with much confidence. I’m taking the wheel before the computer crashes.”

Without prompt, Nayuta joined you in the front cabin to drive the van around the City in an aimless pattern.

“Could you help me with something?” you began.

“Nothing illegal I hope.”

“If getting a DNA test is illegal then I’ll try elsewhere,” you handed her the vial, “Just need something confirmed.”

“Nii-chan, abortion is completely legal in Academy City,” she replied flatly.

“Turns out that our little friend Etzali may be getting a bit too big for his britches,” you continued, “If he has any connection to the convoy ambush two days ago, or anything else for that matter.”

Nayuta nodded before punching something in to the GPS.

“I know a discreet geneticist or two but someone was scheduled to interrogate the convoy’s attackers.”

“Let me guess, you can’t be in two places at once.”

She might as well have shouted, “Nope!” at the top of her lungs with the kind of smile she had.

“I’ll handle the interrogation, so let me drop you off first.”

“If you say so nii-chan. Oh and you can’t leave Kongou-chan alone in the party van, take her with you.”

You looked at your boss incredulously.

“Security regulations.”

You simply sighed. Kongou, bless her naïve heart followed you without fear in to the maximum security facility. The attackers on the convoy were being held here temporarily while the City figured out what to do with them. Before the interrogation began, the two of you were given information on the armed gunmen. There had originally been six, but three had committed suicide and one had pleaded guilty for a lighter sentence. The latter had been transferred to another facility, leaving two hard nuts to crack. Soft questions had been asked but they insisted on a legal representative. They hadn’t figured that the City had ways around due process.

“Their motivations seem transparent,” Kongou remarked.

“Either the money was good or they were desperate,” you replied, “Two-bit dealers in the Strange could make more pushing product than attacking Anti-Skill in broad daylight, with significantly less risk of meeting me.”

“Perhaps they were coerced,” she suggested.

“We’ll make something of you yet,” you smiled back.

The two remaining gunmen in question were named Chow and Yun. Chow was a small time trigger man that drifted between gangs. Apparently, no one took too kindly to his trigger happy personality. The file said he was likely a psychopath of some degree. Strange then, to have found him working in a team to take down Ben-jii’s convoy, the report concluded. Yun, on the other hand was rather well-adjusted as far as a hired gunman goes. He was probably the more professional of the two. Both did not seem like they had been coerced in to this line of work.

“May I speak to one of them?” Kongou finally said.

That surprised you.

“I’ll let you talk to Yun,” she brightened at that, “After I’m done with him.”

She was decidedly less enthusiastic then. Still, she was a trainee and you were nominally her superior. Besides, if you were a little rough she could afford to be gentle with them. You had the psycho brought in to the interrogation room first. As far as descriptions go, he was scrawny but also rather twitchy. His head was short of hair, evidence of having been shaved off. It had started growing back. He had been restrained to the chair with a pair of handcuffs.

“Fucking finally, it’s about time,” he began then turned to face you.

He fell silent as you quietly closed the door. You made a show of locking it behind you. With your Ability, you grabbed a chair, unfolding it as it sailed from the corner of the room, and sat down opposite of him. CASIE had gotten some nice data from that initial outburst and you sat silently, awaiting analysis. When the silence dragged on, it prompted you to try asking an open question.

“Anything to say for yourself?”

CASIE had the pleasure of synthesizing your voice to sound robotic and machine-like.

“I ain’t saying shit, where’s my lawyer?”

“As far as you’re concerned, I am your lawyer,” you replied.

“Bullshit, I know how this works. You’re just trying to scare me! VERDICT or not, you don’t have the authority to do shit. Where’s my lawyer?”

You didn’t need CASIE to pick up his defiance, or his irritation. It was the subtler things that allowed you to home in on the small seed of doubt he had though. Your reputation as VERDICT preceded you. Part of you wanted him to calm down so you could ask him questions. Maybe remove his restraints. CASIE suggested cowing him in to submission. Violence or threats either would do.

“You know who I am,” you said, “You know what I do. I’m going to ask you nicely first. Who hired you?”

It looked like your actual reputation wasn’t quite enough to push him over the edge. CASIE suggested escalating so you rested your right arm, palm up, on the table. With your left, you made a show of slowly tugging a length of metallic cable free from your right. You had never extended your stunwhip to its full length before but it was a good metres or two long by the time you were done.

“If I were you, I’d ask for a doctor, right about now.”

He remained outwardly defiant. Wrapping your stunwhip around your left hand, you pulled it taut as electricity visibly coursed through it.

“Is that supposed to scare me?” his voice wavered, “You’re just a jumped up electromaster.”

“Well don’t say that I didn’t try to be nice.”

With a mental shove, the table skidded out from between you. Chow attempted to back off, but chained to the chair as he was, all he succeeded in doing was to fall backwards. You towered over him, slowly letting the stunwhip unravel until it rested atop his chest. It wasn’t at full power, only enough to sting through the fabric of his shirt.

“Ow fuck. Fuck, fuck you.”

“Who hired you?”

“I work alone fuck face.”

Now you were getting somewhere. It seemed that he was rather talkative when undergoing shock therapy. Your questions continued. Who gave him the equipment? A friend in the Guild did. Who told him about the score? A friend in the Guild did. It was the same answer when you asked who. This friend in the Guild of his wasn’t a specific person but it did narrow the scope of the investigation. Aside from that, he was being paid in guns and bullets. As far as his statements went, they were truthful, although you were sure he was omitting a lot.

He seemed to have calmed down once you had set him up right. You were electrocuting him anymore but the constant coiling of your stunwhip’s cable kept him honest.

“They all stink for one,” he replied easily, “They look like a bunch of losers but they’re really sick motherfuckers you know?”

“That about describes half of District 10,” you remarked, “How did you even know they were part of the Guild?”

“I know right? I mean, I work alone so I know when people work as a group. Gotta be or its bad for business,” he explained, “Anyway, I could tell these guys were in tight, they had like, their own sign, or tattoo, or something looked like a star or circle or something. Lotta the Guildies have ‘em after Torikov cleaned house. I guess they needed more muscle for the job and the guns were good.”

You filed that fact away for later.

“And what was the job?”

“We just needed to knock over whoever was inside. Don’t matter if it was the Pope or just some loser. We just had to ice everyone inside.”

“Even if it was VERDICT.”

“Especially.”

There was a brief silence as you went over his story. Gang signs weren’t exactly foreign to you but with Etzali at the head, that didn’t mean it was harmless. Another strike against your unruly pet you supposed.

“Hey,” Chow snapped you out of your contemplation, “How do I get a job like yours?”

The question threw you for a loop.

“Eating, sleeping, breathing, those are things in life that I’ve gotta do, but what I wanna do is just kill people. You look like you gotta sweet gig going, tell me how to get in on that shit.”

“Get yourself killed first,” you replied, “Then we’ll see.”

Yun was a completely different animal from Chow. The latter was crude, loud, and defiant simply because he could be. Yun didn’t look like the kind of man out only for himself. If anything he was depressed, resigned. Aside from his dirty work as a mercenary for any gang out to hire him, there wasn’t much else. He was a drop out, with no Ability to speak of. All he was good for was to pull a trigger apparently. You were watching from another room as he was being sat down. CASIE suggested obtaining more data. Maybe you should send in Kongou first for this one.

“Kongou, with me,” you told your secretary.

“Hai?”

“Time to learn something,” you elaborated, “Don’t worry, I’ll be right behind you.”

Despite her initial confusion, she swiftly steeled herself.

“Will I be required to,” she trailed.

“No, just talk to him,” you instructed.

With that said, the two of you entered the room. Yun only glanced briefly in your direction and winced. CASIE was pretty sure it was the sight of Kongou in full Tokiwadai garb that provoked such a response. You remained by the door, observing as Kongou daintily took a seat opposite the perp. He didn’t look up, even as she addressed him by his full name. Yun was trying very, very hard to ignore her. CASIE couldn’t quite decide whether it was out of guilt or fear. Both, you decided.

“Please take your time, I can wait all day,” Kongou said.

He flinched at her words, untrue as they were. Still, you could probably pull a few strings to get her to stay the whole day if only to satisfy your curiosity. Yun mumbled something.

“I apologise, what was that you were trying to say?” she asked.

“’m sry.”

“Can you repeat that please?”

Each of her questions unsettled him. CASIE even had a countdown to when he cracked.

“Alright, I’m sorry, I’m sorry,” Yun repeated quickly, “I didn’t know that it was the Dictator’s, I swear.”

You interrupted Kongou before she gave the game away,

“The two of us are her friends.”

Yun’s gaze fell on the blue green armband around your jacket’s sleeve. Then he turned Kongou.

“She’s a trainee,” you clarified, “Who hired you?”

“No one, I just heard there was a big score going down, so I signed myself up,” he admitted bitterly, “I really needed the money.”

And just like that, he clammed up again.

It was the right call to bring her in, and it looked like it was the right call to let her continue. Both you and CASIE came to the same conclusion. You were the outsider here, relatively speaking. It didn’t seem like it but Kongou had probably been dragged around School District by Lupin IV and your girlfriend enough times that could potentially be recognised. There was hardly a uniform that looked like Tokiwadai’s.

Yun sang like a canary. It wasn’t even hard for Kongou to tease out his sob story and who he worked for. He had borrowed money from the Guild to move in to one of your, rather Torikov’s, properties. The job was to pay back the money. His sister had been the collateral. So the attack on the convoy was definitely sponsored by the Guild. The question remained about the motive since the gunmen weren’t given the most complicated of instruction.

“Don’t make promises you can’t keep,” you warned Kongou.

“I would not presume to ask for your time,” she replied.

She was definitely going to go looking for Yun’s sister.

“I am sure Torikov-san may know a thing or two,” she finished.

You almost tripped over your own feet.

“He’ll want something in exchange.”

“Of course he will,” she spoke as if it was obvious, “If there’s anything that Mine-san has taught me, it’s that there is no such as a free lunch around that kind of crowd.”

“Is her given name Riko by any chance?”

“Yes.”

There was no much else to be said. You dropped her off at the edge of the School Garden while you went to have lunch.

The time is now after lunch, the weather is clearer, and the date remains unchanged.

Nayuta had surprisingly enough joined your partway through your Quiche Lorraine. She opened up with,

“So, do you want the good news, or the bad news nii-chan?”

You set down your cup of tea.

“I’ve had a pretty good day so far,” you decided, “so how about some bad news first. Get it out of the way.”

“If you say so nii-chan,” Nayuta wiped the milk moustache away, “So remember that discreet geneticist I told you about?”

“He wasn’t as discreet as you thought?”

“She, actually, but while she can no longer be indiscreet, the situation has become a little more complicated. Your ‘civilian identity’ is no longer secret.”

What.

“Well it’s not compromised or anything nii-chan,” Nayuta continued, “It’s just that people think Etzali is VERDICT.”

You didn’t even know what to say. Nayuta held out a tablet of SNSes blowing up. Etzali as the secret civilian identity of VERDICT was trending upwards. Just now, you noticed that a few of the restaurant-goers point and taking snapshots of you with their mobile phone.

“That’s insane. Won’t notice that both he and I exist at the same time together with a little bit of research?”

“It’s Academy City nii-chan. We make the impossible possible,” Nayuta sighed, “Though I wish it didn’t always do that.”

“So what’s the good news?” you asked.

“Etzali is in season,” Nayuta answered, “The problem is that if you kill him now, everyone will think that you’re faking a death. Coupled with the kind of stuff Etzali’s been up to, it’s not going to be pretty.”

“And if I don’t that bastard will just take advantage of the situation right?”

Already you could hear the whispers start in the background. Nayuta calmly sipped her cup of hot café au lait.

“We can get out ahead of this nii-chan but I won’t like it and neither will you.”

“And what’s that.”

“Take off helmet.”

Apparently that idea seemed to take root as someone in the distance repeated it with a shout. Soon, there were cries for you to take off the one thing that made you VERDICT.

“Changing your look in public is a bit bold nii-chan.”

“It can’t be helped,” you muttered, “Do you mind?”

Nayuta shook her head and produced a towel, the kind they hid criminals under. Thankfully, you were rarely in the heavy helmet that you were had worn almost all the time last year. There was no telling how often you had to change personas these days. Either way, the mask retracted with a fearsome hiss. It returned to the form of a baseball cap with the Judgement logo on it. You put on your sunglasses and just like that, your appearance had changed. Nayuta even handed you a new jacket, one that didn’t look like it belonged to Anti-Skill.

“Now, if you’ll excuse me, I have an impostor to inhume.”

Gone was the unnatural, robotic voice. Instead it was your usual melodious baritone, the kind that had ladies swooning. Nayuta was rolling her eyes but she wasn’t exactly a lady yet so you didn’t hold it against her. People’s eyes followed you warily as you walked out. They had gotten an eyeful of the forty-five under your armpit.

The time is now afternoon, the weather is murky again, and the date remains unchanged.

You had proceeded unmolested towards School District 10. While you didn’t doubt that rumours and hearsay obeyed their own physical rules, no one made a move to stop you as you stalked towards Etzali’s current location. It would be embarrassing if you had stormed out and didn’t know where to go. Nayuta knew you well enough to have given you an address. You had stopped to case the joint before committing to anything.

The current non-aggression from the residents suited you just fine for now and if you could walk in through the front door that was something you were going to do. On the other hand, this was the Guild, and you knew enough about Etzali that he probably would have prepared for your arrival.

Fortune favours the bold, or so the saying went. That said Etzali had been expecting you. He stood at the opposite end of the room, leaning on the banister of a staircase. The walls on either side were lined with walking corpses. There were both males and females. It was that you could match the faces of the latter with the victims of cold cases and some who you had put down yourself. They gave off an eerie blue glow like Kyouko. But unlike her you could smell the stench of rotten flesh.

“Well now,” Etzali spoke nonchalantly, “Looks like the cat’s out of the bag huh?”

“You forgot who you work for.”

He frowned.

“No, no I didn’t.”

At your impassive look, he smiled.

“I was never really on your side.”

With his proclamation, the walking dead around him burst to life. They sprang forward rushing you down with nothing but their fists and the will of their master. You couldn’t even get a quickdraw. Instead you blew them away with your Ability. Etzali ducked as one flew at him. As ever, the Code M had a smile on his face. You stepped towards him. The dead stirred, getting up despite the damage you did to them. One lunged your way but instead of a telekinetic toss, the blade in your forearm flashed once and you decapitated your attacker. That still didn’t stop the head from attempting to bite something, nor the headless body from getting up again.

“Don’t think that destroying their brain is enough, you won’t find these kinds of zombies in the movies.”

Then you didn’t need take care of them. That small delay as you mentally changed track to control your telekinesis was enough of an opening for the zombies. You couldn’t exactly concentrate when you had more than half a dozen undead trying to tear your face off.

“Good luck, I’m behind a hundred of these.”

Amidst the whirlwind of animated bodies, body parts, and your blade, you thought you may have miscalculated slightly.

Your search of the building had borne no fruit however. Etzali was too smart to leave anything behind but corpses. It wasn’t a zombie apocalypse in the making but you had called Nayuta anyway. Procedure had to be followed since you preferred exactly zero zombies given your recent experience. Kaoru of course, was also called in. Her being an actual Code M would be invaluable, if only to find a way to stop more from getting in your way.

“I am unsure I understand why you had not killed him when you first had the chance.”

Kaoru questioned your decision that had led up to this as she inspected the carnage you left behind.

“Mercy should only be afforded to those who are not like us.”

She sounded no less grumpy than she was a few days ago really. Clearly trusting Etzali was a mistake but you were trying to move on from it damn it.

“There’s no necromancy in this,” Kaoru spat, “He is simply desecrating corpses like a rank amateur. There is no mastery, nor is there any respect for the craft. I recognise the signs his victims show. And so do you.”

Yeah, you got the picture. He was killing indiscriminately to build his undead army.

“What’s the plan?”

“Unfortunately for me, I will have to rely on you to clear out his slaves. I can take on any one thing but fighting several consecutive duels would be wasteful.”

You had entered first. Kaoru hadn’t wanted to show herself until you could confirm that Etzali was present. There was no point in wasting her strength on a nest of zombies. With your earlier experience, you had an easier time. Without being joined to each other, hands, forearms, and upper arms could do little. The same could be said with legs.

“Man you’re persistent aren’t you,” Etzali’s voice sounded throughout the building.

The room of the building was a greenhouse which contained yet more walking dead. Standing at the far end was Etzali. You had a weird feeling of déjà vu as your eyes were locked on each to each other for a brief moment. You drew your gun and fired as you caught a metallic glint on Etzali’s side of the building. A screech of metal followed and the zombies lunged at you. You blew them away, momentarily clearing a sightline, and squeezed off two more shots. He returned fire. Well, assumed he did because you couldn’t really tell in the darkness of the greenhouse. There was only one single yellow silhouette in a bigger sea of light blue ones.

With little cover, you kept on the move and so did Etzali. You didn’t know where Kaoru was but you could definitely feel her presence. Maybe she was waiting for an opportunity but you sorely wished that she would hurry.

Clearing another group of zombies away, you drew a bead on Etzali just as his emissions spiked. The yellow was on you an instant, moving faster than you could react. First you felt numb and then pain exploded along your side. It was a Code M attack. Of course it would bypass body armour. Your sight was blurred with tears as you crumpled. Still, you could make out something in his hand. Etzali advanced on you, confident in his victory no doubt.

“Any last words VERDICT?” he asked.

Your breath was coming harder now, despite how fast your heart was beating.

“Checkmate,” you breathed.

He only had one moment to process it before Kaoru’s knife erupted through the front of his chest where his heart would be. After that, you lost consciousness.
