Welcome to Academy City. The time is late morning, the weather is fine, and the date is February 15.

You are Kyril Torikov, Level 3 telekinetic instructor and class was still in session. This morning, you just woke up your successor to the business of being the City’s bitch. MINERVA, as a Last Order had named her, was a combat cyborg just like you. The difference was that she took after the Sisters, more specifically her creator Last Order, than anyone else. MINERVA was an electromaster after all. She even preferred the AK to the assortment of weapons you had laid out in front of her. Goodness knows how familiar they are to that family of guns considering your mother’s history. Hopefully she would be able to avoid the mistakes you made along the way.

The two of you were walking back to your car. Behind you, Anti-Skill were still dealing with the aftermath of the bank siege’s resolution courtesy of MINERVA. There hadn’t been much bloodshed and if asked you would have replied with, “they shot themselves officers, I swear.” Which, given the increasing presence of the press, seemed increasingly likely. Last Order was over the moon at how the field exercise went. So was Nayuta, but less so because she just lost a bet with your little sister. Such was Last Order’s joy that she was pushing you to boast in front of the press about MINERVA. Nayuta was the sensible one, saying that it was too early to deal with the press. You would agree with her, given the trouble you would have to go through dealing with them, but Last Order was giving you that pleading look that only small children could do.

“Pota.to Online, what can you tell us about your plans after retirement?”

All the other journalists turned to the last speaker.

“What?” he asked, “Didn’t you talk to his spokeswoman?”

Well now that was a surprise. You supposed Kongou was useful for something after all. You made a note to get her something nice later. The crowd neatly parted like a shoal of fish as you laid your massive hands on his shoulders. Sometimes it paid to tower over others and to wear an intimidating helmet.

“I haven’t thought beyond that yet,” you answered honestly, “Is there anything else?”

Singling out one of them had the desired effect of getting them to quiet down. Sure the other journalists would probably resent that they couldn’t ask you questions but they weren’t going to turn away from any answers you gave. The journo from Pota.to Online seemed to collect himself and continued on,

“Um, assuming that you are retiring, it stands to reason that you would have a replacement. Can you confirm or deny that your companion today is it?”

“I cannot confirm or deny that she is my replacement.”

“You can ask her a question, whether she answers is up to her,” you replied.

The journo looked like he wanted to ask you whether it was safe or not. Instead, he asked her whether she was being considered as your replacement or not. Her reply was,

“I am not programmed for social combat.”

Then she clammed up to any further attempts at asking her questions. When the journalist gave you a look you wanted to bury your face in your hand. You should have known that the Sisters weren’t exactly the most social of creatures. No, that was wrong. They were social, they just didn’t interact with others outside of the network that much. Well at least now you knew it was something to work on.

“We have to get going,” you said.

You tried not to make your hasty exit too obvious.

The time is now past lunch, the weather is warm, and the date remains unchanged.

Nayuta seemed to have paid Last Order back for losing that bet. She might as well turn her beaming smugness in to some kind of weapon. Last Order looked sullen because she had lost the bet and not because MINERVA turned out to be, as Nayuta put it, a bit socially retarded. Your mother was doing the dishes whilst you were helping her. MINERVA was dutifully cleaning the Kalashnikov on the dinner table.

“Like I said, we’ll need to bring her in for training,” Nayuta said, “Things like TESTAMENT are good and all but nothing beats actual experience.”

“Misaka will have to reluctantly agree with senpai says Misaka says Misaka as she grows weary of senpai lording it over her.”

“Alright nii-chan.” Nayuta turned to you now. “The plan is to bring her in to the office, get, ugh, MINERVA familiarised with Judgement and Anti-Skill protocols and maybe see if we can get her talking some more.”

“Sounds like a plan,” you agreed.

Pulling alongside the HQ truck, Nayuta made it stop momentarily so you could all board it. Once everyone was on, it started up and was away again. You found Kongou sitting at a desk, idly twirling her fan. The paperwork was all stacked on one neat pile. You assumed she was done with it. Though how she managed to finish it despite only just arriving before you did was a mystery, as was how she had got on in the first place.

“Ah, Nayuta-san, Torikov-san,” she greeted, “I just had the most peculiar of encounters.”

Then she noticed MINERVA.

“And who might you be?” she asked.

“VERDICT’s successor, designation MINERVA.”

“Then it is a pleasure to make your acquaintance Minerva-san.” Kongou bowed.

MINERVA’s head jerked awkwardly again. Someone needed to fix that.

“Oh, I take it Noukan-jii-san dropped you off,” Nayuta said.

“If you are referring to a talking golden retriever that identified itself as Kihara Noukan then yes,” Kongou replied, “He did have a message to pass on to you. Something about keeping developing your technology, I’m not quite sure what he meant.”

“Sounds like I passed,” you remarked.

“Pfft, barely,” Nayuta said, “Well at least we should be in the clear in getting MINERVA up to speed.”

“Where’s Kaoru?” you asked, “She’d be perfect for this.”

“She’s in class, like every other normal student nii-chan.”

You didn’t know why you keep forgetting that. Oh right, you were a high school drop-out. That was probably why.

“What kind of training does Minerva-san actually require?” Kongou asked.

“Oh, she just needs to socialise a bit more with people around your age. Say didn’t you have friends in Judgement Kongou-nee-chan?”

“Ah yes of course, I believe Shirai-san should be free this afternoon, if she is not patrolling as she usually does. Will we be going on an outing?”

“If you want, as long as nii-chan shadows her properly.”

You knew Kongou was an intelligent young lady but you couldn’t believe that Nayuta could simply just overlook her like that. Besides, there was more to Judgement than clerical work. Of course, since your gaze had lingered on her for a good long while Nayuta seemed to take the hint.

“W-wh-what me?” she stuttered, “I mean, of course, I Kongou Mitsuko will gladly undertake this responsibility.”

She snapped her fan open but it certainly didn’t conceal her nervousness. MINERVA tilted her head at the byplay.

“It’s nothing dangerous.” Nayuta fished out two Judgement armbands. “Just put these on if you see any trouble. Nii-chan will be nearby if there’s any real trouble but he’s still healing so don’t go looking for it. Don’t worry about protocol. I’m sure MINERVA has that covered.”

Nayuta gestured to MINERVA who nodded. Apparently, memorising the various rules and regulations was child’s play to her.

“Now if only nii-chan was half as diligent.”

“They say that the first child is often the problem child,” Kongou said.

“Well if you don’t appreciate my help then I guess I can go do something else,” you huffed.

The two girls didn’t seem convinced. Rather they shared a look as if the point was only reinforced.

This was one of the slower days you’ve had in a while. The girls had gone on a merry stroll around School District 7. You were obviously a block away, slowly cruising in your black Camaro and with an audio feed of the City’s law enforcement dispatch as company. Kaoru had joined them at one point. With all the mundane drudgery of helping people in the City with their small problems, it was a pretty boring afternoon. Just as you were about to turn in for the day, you got a call.

The time is now late morning, the weather is charged, and the date is now February 16.

Kyouko was sitting behind the desk of your little building in School District 10. Kyousuke stood to her side a clipboard in his hand though you could tell he was just using it to hide a handgun from view. On the two couches, Sagara and Hamazura Shiage sat opposite the other. Behind the leader of Skill-Out was Kinuhata Saiai. You wondered what she was doing here. Assorted thugs shifted uneasily as you stepped it but you paid them no mind. You were more concerned with how the major players looked at you. Kyouko seemed bored, but the rest seemed tense for different reasons.

“This had better be important Kyouko,” you said imperiously.

“Pops, just the guy I need here. Looks like Shiage has some beef with ya. Figured I could just cut out the middle manager an’ call you in instead.”

You turned your gaze on the nominal head of Skill-Out.

“What do you want?”

Your tone was no less brusque than the one you gave Kyouko. Hamazura waved it off.

“Nothing, just you know, a small problem we’re trying to solve here.” He pointed at you. “You’re not welcome here.”

“Is he trying to make a point or something?” you asked Sagara.

“Meh, just the usual gangland politics.” Your right-hand man shrugged. “He’s been eyeing our turf ever since we made it one of the better ones in the area.”

“Now, now, don’t let Old One Eye fool you,” Hamazura interrupted, “I’m just saying you set all this up to bring to Slumlord back isn’t it? Now that she’s back you don’t need to be here anymore right? It ain’t even about the money, take whatever you want. Just get out and stay out huh?”

You knew that there was no point in talking. Around here, things were settled with good old fashioned violence. You slowly drew the gun from your jacket and pointed it at Hamazura. The thugs tensed but did not move.

“How about you say ‘please’ first?” you asked.

Hamazura certainly didn’t look fazed. He just sat there with a smug grin on his face. His bodyguard, presumably, leapt over the couch to impose herself between you and him. If you remembered correctly, Kinuhata’s Ability could and would stop bullets. There was no point in shooting her. You’d have to smack her around with the couch.

“Oi, I like this office,” Kyouko yelled, “Take it outside will you?”

So much for her help, you thought. Was Kyouko really this lazy or was that how she ran things around here?

“Everyone loves a public beating,” Kyousuke piped up, “I’m sure you can borrow one of the Dictator’s fight pits. Besides, you need to let people know you’re back.”

And here came Kyousuke with the save.

“Hah, that’s why you’re the money man,” Kyouko seemingly agreed, “Make it happen.”

The pit, as you were now being introduced was just a dried out swimming pool. There were usually two separate fights, one in the deep end and the other on the shallower side. You were wondering why Hamazura consented with little opposition. Did he have some kind of plan? Sure he could see that he was outmatched. You weren’t obviously at 100% yourself but he didn’t need to know that. Three or four telekinetic attacks wouldn’t hamper your recovery. A close quarter battle would be more damaging to you than him. Using your gun was thus the simplest solution but you suspected that Hamazura wasn’t an idiot. Well, not a complete idiot anyway, surely he had some body armour on.

The whole pool was given over for your use and abuse. There was no point in needless complexity. Instead, you simply hit him hard and fast, flinging Hamazura down in to the deep end and shattering the ceramic. Honestly, that should have been the end of it but somehow the idiot found it in himself to stand up again.

“Heh, I thought I was dead for sure.” He coughed out some dust. “Guess I should repay the favour.”

Before he could, you smashed him in to the ground. He coughed up a bit of blood this time, though you were pretty sure it wasn’t fatal. If you had to guess he was wearing some kind of exoskeleton or something underneath those baggy clothes. You just didn’t have the precision or computing power to spare on finding out at the moment. Telekinesis was clearly not getting you anywhere right now.

As soon as you had let up, Hamazura burst in to motion. He moved far faster than an average thug was supposed to. His left fist flew at your face. CADRE had you step back just far enough from his reach. With his right hand he reached in to his jacket but you weren’t going to let him complete the motion. The stunwhip lashed out, wrapping around his right arm as he pulled an object from his jacket. It was a small oblong disc. Despite the electricity being discharged in to him, he still had enough control to depress a button on it.

The explosion threw the both of you away. CADRE was displaying a cascade of warnings as feeling finally returned to your body. There was a quiet sizzling about your chest. Smoke wafted from what remained of your body armour. Some kind of thermite reaction, your brain supplied. If he had another one of those then you were in trouble. Your eyes tracked the pool, looking for Hamazura…and there. He erupted from out of the smoke and you readied your,

He already saw the whip coming, moving to avoid being entangled as another one of those thermite discs appeared in his hands. That was why you returned fire with your left. Given the force behind the blow, he probably could have taken it no problem. That was until your spring-assisted blade extended out over the back of your hand. Oh, there was some resistance but it didn’t stop the blade from biting and biting deep. You had to give Hamazura some credit. He powered through like a champ. The shoe was on the other foot this time. He had been sufficiently distracted that when he pushed the detonator, you diverted his arm with your whip before you were blinded by the ensuing flash.

Half your eyesight returned. Your left was a blurry mess of blinking lights. It stung and you were forced the blink repeatedly whilst your right tried to make sense of what had happened. The cool trail of tears ran down your cheek. Unthinkingly you moved to wipe away. It was when your cool metal hand touched your face did you finally put it together. The explosive had only blown away parts of the left side of your helmet. Due to its construction, it came away from the force of the explosion, rather than simply melting away or disintegrating.

Hamazura lay slumped on the ground, his blood starting to gather in the deep end of the pool. He was down and on his back, one hand clutching his wound, the other groping around for something. You weren’t doing too hot yourself. The right half of your helmet was still clear but that was only because you had set the cascade of errors to transparent. Walking wasn’t beyond you but it was more exertion that you could do without. The crowd had mostly gone silent.

You turned to Kyouko, who had been lounging in a lounge chair. She had sunglasses on and it looked like she was barely paying attention to the fight, given that she received a cocktail with one of those tiny umbrellas. When you turned back you spoke,

“Well I think I win.”

“I dunno Pops,” she drawled, “don’t you usually play for keeps?”

“As long as he never bothers me again.” You shrugged. “Ingrate probably forgot I cleaned house for him last year.”

“Yeah, I wonder why he forgot.”

Back in your office, or Kyouko’s office, the office then, you, your three friends, and Kinuhata were enjoying celebratory drinks. Given the ruined state of your helmet, you weren’t looking forward to asking Nayuta to fix it all up again. So here you sat, sipping a tepid beer with the boys while Kyouko caught up on most other events. Her cocktail turned out to be plain apple juice in crushed ice.

“So how much did he pay you to suck dick, or were you two an item?” she asked.

Kinuhata didn’t really know what to say to that. Instead she just glared at Kyouko.

“I thought ITEM disbanded way back last year,” Kyousuke added.

“They did,” Sagara confirmed, “She’s been freelancing for months now.”

Kyouko instead held up her fist next to her mouth, moving it left to right while her tongue was swelled her cheek in time to the movement.

“Real super mature,” Kinuhata said sarcastically.

“Everyone started selling bodies while I was gone, I figured ya woulda done the same,” Kyouko reasoned, “But you ain’t probably some cheap trick, you’re more like a classy curt-cart, uh, court lady.”

“Hamazura only super ran guns. Problem was that there super were only so many guns before he ran out. Especially with super crazy Grímsdóttir chick running around.” Kinuhata turned to you. “Why’d you super let her go?”

You were going to answer of course but not without getting an answer yourself.

“No, the last time I super had alcohol the guy hitting on me didn’t have a leg to stand on anymore. It was super hilarious.”

You emptied the can, crushed it and grabbed another.

“Well with Grímsdóttir all I can say is that we know the score now,” you said, “Sort of like Hamazura does right now.”

“Jeez Pops, that’s like what? A whole pack?” Kyouko interrupted.

You noticed that you had gone through significantly more cans that your friends. Sagara was barely hanging on to consciousness while Kyousuke was long gone. You hoped that Nayuta hadn’t made you immune to the effects of alcohol. That would suck.

“Not feeling it here,” you replied.

Kyouko shrugged and turned to Kinuhata,

“So what you still doing here if you won’t get pissed?”

“Like you’re super one to talk,” she retorted, “Besides, I need you to super hand out the VERDICT. Hamazura super needs to know whenever he wakes up.”

“Well I like sweets,” Kyouko replied matter-of-factly, “aaaaand I guess you could tell him he doesn’t fuck with Pops anymore, unless he wants to end up like Trick.”

Kinuhata didn’t get it.

“In a wheelchair, and with no legs,” you clarified.

“Yeah, that’s probably super important. I’ll super let him know.”

She downed her drink and headed for the door. You were wondering why Nayuta hadn’t called but surely if she didn’t then it probably wasn’t important.

“So what’s this about Grímsdóttir?” Kyouko asked.

She totally missed all that drama. It was time to fill her in. You grabbed another beer.

“She killed me once,” you started.

Yeah, Nayuta could wait.

So now they had noticed you? You were in the middle cosy chair and warm cuppa.

You knew here well enough to know that she never retreated. She only advanced in another direction. That direction was towards you.

“Given his tendency to upset the girls in his life, I’d be surprised if he got any chocolates at all.”

“I wonder if I’ll get any chocolate this year,” you mused, “and hopefully not from Accelerator’s girlfriend.”

“I’m sure we can make some chocolate here.” Index sounded hopeful. “You do know how to make chocolate right Your Highness?”

“Who me?” Carissa replied, flustered.

Of course before she thought too deeply about the subject, your cell phone rang. Wasn’t that a nice distraction? Then you looked at the caller ID and wished you hadn’t. You had no idea why Sparky was going to be calling you now, of all times. Thankfully Index had engaged Her Royal Highness in the topic of chocolate-making, allowing you to take the call.

“Where are you?”

Sparky didn’t sound happy. You were also pretty sure neither of you had scheduled to meet up today.

“Uh, taking tea?” you answered vaguely, “Did we have something planned?”

Yep, you double checked your calendar. Nope, there was nothing planned. Sparky was never was one for social calls.

“Alright, we need to talk,” she said.

Then she hung up.

“Is something the matter Touma?” Carissa asked you.

Of course their meeting could have gone much smoother. You could tell that the guard and security checkpoints had ruffled her feathers. It was when both Carissa and Sparky laid eyes on another did the troubles start. They turned to you as one and asked,

They both spoke in unison. It would have been funny if it was happening to you. You could see the flash of lighting and the image of a lion and a toad appear in the background. Teacher had said that given your luck, you would have a higher chance of sensing killing intent by now. You only wished it wasn’t because two hotheads were going to be calling down the fire and lightning on each other right now. The City wasn’t prepared to survive a fight between these two.

“Why are you fighting?”

“Isn’t it obvious?” “Why are you asking me that?”

Well they were so in sync with each other that they turned away from you and glared at the other. Man if Kyril was here, he could totally settle down Sparky in a heartbeat. Carissa was more reacting to the unknown, a potential threat.

“Oh, it’s all very simple,” Index interrupted, “She’s his,

Somehow she uttered the word as if defeated.

“Uh, right, this is my fiancée, the Third Princess of the United Kingdom of Great Britain and Northern Ireland, Her Royal Highness Princess Carissa,” you replied, “And that’s Misaka Mikoto but everyone just calls her Sparky.”

“They do not!”

Sparks of electricity flew about her temple. You gestured towards her as the reason for her nickname became clear.

“Well, everyone says she’s my fiancée but really she’s just here to play tourist,” you continued on.

“I don’t even know who to feel sorry for at this rate,” Sparky said, “you, her, or me.”

“I’m sure I can persuade you in to my camp.”

Carissa smiled. You turned to Index and said,

“I don’t get it.”
