What are some ideas for cyberpunk/burgerpunk street gangs? I like the idea of a gang of tight-knit hobos who work as spies, since hobos are everywhere and no one pays attention to them.

Many successful enterprises relied on criminals who could traverse local terrain better than the local defenders. See rooftop gangs, mountain bandits, pirates etc.
In cyberpunk this could be gill-mod water breathers, suicidal extreme sports practitioners with grapple guns, jetbike gangs, people able to coexist with mutant wildlife, people immune to a local biohazard, and so on.

Gang made up exclusively by wage-slaves slumming it on weekends to get away from their dreary office jobs, living the 'merc life' they have seen displayed in sanitised films and media their whole life.
They call themselves the 'Killer Squad'. Everyone else calls them the 'Tourists'.

A gang of doped-up rave junkies that rob and extort everyone for money to pay for more drugs, more lights, and more amps to party hard with. Decked out in so much tacky neon shit that they make your average cyberpunk protagonist look like an office worker on Casual Friday. Most of them have blasted so much music into themselves for so long that they now naturally talk in rhythm and are always slightly grooving to a beat in their heads. Will dance battle you, then pull out pipes and knives when they lose.

I'm not an expert, but aren't hobos by definition wandering homeless? Seems difficult to be a tight-knit spy network when you move around a lot, don't know the local area, and don't have connections to pass on the information you get, although I guess technology makes all of those things easier. Also, if you've ever spent time talking to homeless people, you will see the issues with using them as an information source.

Former doctors who snapped after dealing with constant outbreaks and overloaded hospitals. They teamed up with fanatics, military defectors and mercs after they started killing patients and coworkers. They believe that murder is the cure to all "infected", pretty much anyone but them.

>In Brief - Serial killer, kidnaps people and copies his mind in to theirs (thus creating copies of himself), thinks he’s a god, city residents have found him impossible to wipe out.
>History - In 2075, amateur profilers were investigating a series of mutilated priests found in churches. When they caught the perpetrator in the act, what they saw frightened them: a group of small children. They were unable to take the children alive, but they autopsied the bodies and found evidence that each child’s mind had been wiped out and over-written with a new mind (see Mind Copying). They could reach no other conclusion other than that someone had erased the children’s minds and copied another mind in to their brains. What was worse, it was a mind that was capable of kidnapping and killing children and mutilating priests. The profilers immediately raised every alarm they could, and whole gangs took to the streets to find what they assumed was one perpetrator with one mental installer. Colin himself revealed the truth to the profilers and the truth was much more horrible than they had thought. They had imagined one person with a mental installer manufacturing serial killers. In reality, each copy of Colin was an independent agent. Each copy went out and did whatever possible to make as many copies of himself as possible. Like a virus, any single Colin could reproduce exponentially in the right conditions. The copies were not just children, they were everyone: young people, old people, gang members, members of the Drug Lords, wealthy and powerful people, anonymous homeless people. Colin was infiltrating every sector of city society. Each copy struck out on his or her own, meaning that not even Colin really knew who was a Colin or how many Colins there were out there.
