Specifically let's create a stat-block for a horrifying eldritch abomination that takes the form of once-loathed 90's British Telly character Mr Blobby, stalks children and Celebrities and [REDACTED] them.

The sort of thing that Call of Cthulhu Investigators or an SCP MTF might find themselves up against. CoC, Free League Alien RPG and Dark Heresy would be awesome.

I think you are missing what makes Mr Blobby simultaneously so irritating and horrifying.

Imagine a character who is designed as a parody of Children's television mascots. One who is intentionally designed be as terrifying and stupid-looking as possible and sent in to act like a complete dick to prank celebrities. Then imagine that the rightsholders of said parody character decide that he is ACTUALLY popular with children and he starts showing up fucking EVERYWHERE including unscripted public appearances where he acts like a huge dick to members of the general public.

That's why Brits went from liking Mr Blobby as a wacky ironic joke to absolutely hating him all within a year and a half.

The Blobbies you see "in the wild" as it were are really more like organs of a singlar, central organism. There's a large mass at the center (?) of each Blobbyland. The interior is a non-Euclidean space so I can't say for certain weather or not it truly HAS a center, but that might be the best way to think about it.

The mass is this constantly undulating and shifting mass of yellow-splotched pink flesh. Blobbies are constantly budding off the main mass then being re-absorbed once they have completed their tasks. Don't worry they aren't a hive mind. Each Blobby is given whatever information is needed to complete its task, then when it returns to the mass, that information is re-absorbed along with the body.

If one of them spots you, however you MUST either terminate it before it returns to the mass or get the hell out of there.

Usually there is.

I'm not familiar with 7e, New Delta green but in earlier editions of CoC you had 2 numbers or dice codes separated by a slash.

Basically when you see or otherwise perceive something horrifying or otherworldly you roll 1d100 and compare that number to your character's Sanity score. If you roll lower than your SAN, you pass and reduce your Sanity by the first number. If you rolled higher, you fail and reduce SAN by the second number.

Extreme nasties like Cthulhu himself have Sanity loss weather your pass or fail. Yes the second example is Sanity loss for seeing an Elder God and yes that is a loss of 1d100 SANITY. It is entirely possible to roll so badly your character instantly goes permanently insane just from seeing Cthulhu once.

The Blobby Core or The Pink Mass resides at the center of each of the three Blobbyland anomalies.

The "Center" is a relative term as each anomaly is a non-euclidean space so the internal structure shifts constantly. However, the closer you get to the Blobby Core, the more reality distorts so it's the best way to think of it.

Mr Blobby is a perfect example of how many layers of irony the British Public demand in their entertainment.

I'll give you that Noel Edmonds is a creepy motherfucker, he legit ran Deal or No Deal as a cult. Yes and no.
It's not that it's all the shows it's just that it's a very common strain of our humour. The example I'd give is Mrs Browns Boys, this is an absolute lowest common denominator show that's critically hated. Equivalent to whatever the dumbest sitcom trash is that you have. But even that is the way it is because it's intentionally making a point of doing a big multi-camera sitcom like it's the 70s and nothing has changed, and also a big part of its appeal is the actors laughing, breaking character and doing improv.
The difference is that having a layer of irony isn't limited to satire or to a certain kind of comedy.
The most popular gameshow is called "Pointless" and the celebrity edition is literally called "Pointless Celebrities", it's all presented with a wry gentle humour not taken too seriously.
We still absolutely have our share of genuine sincere dramas, genuine sincere trash, daytime magazine shows, reality shows, all that stuff. All of which does about as well as it does in america I'd imagine, so there's plenty of popular shows that aren't ironic or satirical, we just always have a good portion that are, I'd guess more than america at least, and there's always the potential at any moment that when they want to lighten the tone in a regular show with humour that's the angle they'll take.

Come to think of it the best example really might be pantomime. There isn't a cult, as such, there's people playing their parts for the King in Pink and Yellow. Think about it, the whole original conceit of The Play was people agreed to perform a bit of light entertainment, but really they were going to be exposed to a malevolent entity that wanted to ruin them. Blobby bystanders, audience members, whole damn counties and tourist attractions were sucked into the performance, to their cost and with little understanding of what was involved, but a good portion of them found the whole thing hilarious anyway. You can even bring in some Delta Green with the entropic decay aspects of the theme parks - they suddenly took over smaller attractions, sprouted ungodly ugly structures that fit in nowhere on this earth but especially not sleepy English villages, then decayed into abandoned wreckage that still draws in curious souls.

Growing up in Great Britain last century was metal as fuck.

This was an otherwise whimsical kids educational adventure, with silly cartoonist characters and puppets, right up until Satan here shows up and kills half the supporting cast by melting them.

People rag on 40K for how ridiculously Grim Dark and OTT it is about how fucked everyone is, everywhere, all of the time, but when it was created it was actually pretty fucking middle of the road compared to most everything else in the country it was competing with.

Fucking Doctor Who back then regularly had episodes with full on massacres and flat out body horror as minor plot points, and that was the family friendly, light hearted fun sci fi option.

Or this nightmare fuel from the end of Dragonfire, after the main villian, an ice alien, finds out his species is dead and decides to off himself by melting in the sun.

It's not body horror or particularly visceral, but the last season episode Curse of Fenric has a scene where you see the moment a priest loses his faith in god over his guilt about the dresden bombings, is therefore no longer able to fend off child vampires, and immediately dies screaming.
The budget was gone by then, the effects didn't always look great, but man was that a really well acted moment, that scream sticks with me.

That one always struck me as a pretty intense moment for a kids show.

Side note - while I know Baker is considered the best, I have a real soft spot for Pertwee just because of how much a chad he makes the doctor come across as, and how well he conveys a sense of disappointment and longing at being trapped on a planet of British virgins.

Guy didn't get many episodes with great writing to show it, but I think Sylvester McCoy is hugely underrated. He genuinely does a great job of never quite letting you know where you stand, flipping from impish to morally outraged to vulnerable, while always making you wonder if he has a plan. He's great in the audio stuff they did later but I do miss his tremendously expressive face.
Pretty good for a guy who made his name pretending to put weasels down his trousers.

Truthfully though I don't think the Doctor has ever had a truly bad actor portraying them, just bad writing or direction.
