If we go with this, some of the most powerfull members of his empire could be those that tried once and failed, learning their lessons

So for their unique weapon, I imagine it could be some sort of plasma or volkite sniper rifle. For the unique unit it could be a unique infiltration squad. Sergeant is a psyker to have the unit blend in perfectly with the surroundings and make sure they can survive harsh conditions.

Thinking of XVIII's great deed, what if it was him that killed XI. Maybe XVIII had been working with Xenos since before the heresy, and XI finds out not long after joining the heresy and tries to confront him. XVIII ends up killing XI and flees to work with his alien allies, rather than acting as their mole. As for why he works with aliens in the first place, it could be he started working with the Eldar to try and find some that would help the Emperor with his webway project, or something like that.
