Titans built on an Antiquary world but destroyed a huge Heretek war-host.
I'm thinking ours were built wholly by loyal tech-priests so the machine spirits themselves are pure, but the dark mechanicus took root in the local loyal mechanicus, leading to building of tainted Titans.

Is it riches and power and titles? Is it elf fuckery? Is it Inquisition fuckery? So what I'm thinking is that he would have been part of the Imperial Navy, so he was already used to the local guard regiment. He got the two noble titles as rewards by planetary governors, rogue traders and the like, instead of the Ministorum for his service.
He was picked up by a ordo specific to this system, responsible for investigating all the abnormalities, keeping an watch on the graveyard for any threats hidden in the space hulks and observing the Phrax xenos. It was likely due to his navy experience and fame.
Since the local hive regiment are both guard and navymen, he has many connections with the military leadership. But since the local government is a democracy, that doesn't extend to civilian side of things.
Maybe the special armour is one design to work in the vacuum of space?
One of his pupils went rogue, and he became obsessed with hunting them down and bringing them back to the Emperor's fold, in the afterlife. This became a strong part of his personality, so much so that he preaches his new philosophy to everyone.

For inquisitor, because of his MANY titles something pompous might suit him best, but I rolled up "Galen von Gar" which is much simpler. Not a fan of "Gar" but "Lord (TITLES) Galen von XXXXX" might suit him.

As for the craftworld I have no idea as my eldar lore is almost 0 so I'll leave that to others.

For the Titans, they were built to fight the Eldar, but before they could be deployed they first fought back a Heretek uprising and purged every last one of them.

Seriously, that's a sweltering amount of guns. Massive fleet of med/high quality navy. Medium sized med/high Titan maniple. Huge Armoured Corps. Huge standing army. Huge number of Enforcers. Massive number of Militia (likely the rest of the planet's able population at this stage).
And then you've got some small, poor/med private armies just fucking about.

They could be anything from ceremonial guards, more about looking snazzy then effective. They could be gangers or underhivers that just group into private armies because that's how it's done on the planet. They could be armies specific to certain bodies of the Imperium like the local Administratum's personal forces. Or they could just be unregistered or separated militia groups who want more to do their own thing, instead of joining the official militia, and are mostly self-taught mobs of good-ol-boys.

Yeah this sounds like a war-world.

I still don't think we explained why Vei in particular has such a huge force for such a (relatively) small population of only 200m. It isn't in a good place to react to surrounding sectors, it isn't comfortable to live on and everything has to be underground, it's difficult to travel to and from, there aren't any allies on nearby worlds (except maybe this one with the weird medieval psykers).
Just what is keeping this force here? Is it a staging ground for a coming battle with the Pharx? Is it something to do with the Eldar?

I'm thinking it's like this picture on parts of the planet where the hubs used to be, the rest is just open levelled desert like you said. Now they're partly living in ruins of old cities with some old tech they can't understand. Probably some more tribal types living in old bunkers to get away from the searing hot days and the freezing cold nights.
