I'd suggest a best if 3 system with DCs scaling from 8-25, where 8 is something you may want to not even consider rolling for, 14-18 for something of moderate difficulty and 25 being an epic-level feat. Right now with everyone rolling and being taken into account, we're statistically likely to fail DCs that are over 11+ whatever our bonus is in a particular skill.
