But there are four maps. Which one is yours?

>Bordec
A hilly and mountainous land, with temperate forests scattered between the villages and urban areas. Arable land is concentrated on the valleys and riverbanks. The land also forms a natural fortress around your capital, historically dissuading almost all invaders of this land. Abundance of mineral resources prop up your economy.

>Saint Charlotte
A small tropical island archipelago, dotted with volcanos and beaches. The biggest island from which the country's name derived from, Saint Charlotte island, is the agricultural center, while the other two bigger islands, Madrigal and Ellery island, contributes some mineral wealth. Plenty of sea-based resources such as fishing and offshore oil deposits around the archipelago, although your economy also benefited from a small number of tourists seeking pristine beaches.

>Zayyine
A desert nation of contrasts. On the east, the Kharei desert dominates the landscape, with what few settlements there huddling around oases. To the west, the Yaid river blesses its riverbanks with fertile land, and curses with its seasonal floods. Historically the economy had been propped up by agricultural exports of the west side, although in modern times oil deposits in the desert also greatly contributed to the economy.

A tropical equatorial country, most of its northwest side is dominated by the Baitros rainforest, from which the forestry and logging industry contributed a lot towards your economy. The Arepa river meanders through the center, creating a lush wetland and swamp to the south and fertile jungles on its riverbanks. Historically, the swamps had been the source of bog iron, but recently there's a pocket of oil detected under them. A mountain chain to the east became a natural border, supplying some mineral wealth.

Native inhabitants of the Baitros rainforest to the west, they have a strong desire to protect their rainforest. May know jungle magics.

The natives of the wetlands is less attached to their swamps, but more economically opportunistic. A bit more modernized than their jungle counterpart.

Mostly Metis (half-Indigenos), these ranchers are mostly in the northeast, although recently some had tried raising cattle in the wetlands. Has a free and wild culture.

>Plantation Workers
Descendants of imported slave laborers called Neges, they have a significant demographic impact. Mostly settled around the Arepa river. Looked down on by non-Indigenos.

Harvesting the Baitros rainforest are local and foreign lumberjacks, they lived in lumber camps near the jungles. Most are only there for the money.

The intellegentsia of the urbanites, they strongly benefit from the scientific discoveries of the rainforest and swamps.

Also known as Hippies, these supposedly peaceful cults seek harmony with the environment. Mostly from abroad.

These barely organized criminals are a dime a dozen in the urban centers. Mostly stays in the barrios and fights among themselves.

Your airforce is a proud one, full of pilots with high marks. They've accumulated some aces during the last border skirmish with your neighbor, even though they're the smallest of your military branches.

A couple reports catch your eye - the first is of a successful joint training exercise between the Army and Airforce. It was one of their best in years, and foreign observers even applaud their cooperation. You can always count on them to do their jobs right, it seems.
The second is of an unveiling of a wooden statue of you in a logger camp outside the town of Samoros - apparently the loggers are really thankful for their prospering industry. Well, they had their reasons, namely that time you managed to subsidize chainsaws for every lumberjack in Paneira and earning your moniker, which you fancy a lot. That's right, your logging exports to Bordec is that profitable to be able to afford those chainsaws.

The good mood from reading those reports get soured quick when you read the next two reports.
One is of a massive gang war that blossomed almost overnight in your capital, Materia City, between two rival gangs: the foreign-based Kaminari gang and the local but more brutal Panteras Sudacas (PS) gang. Gunfights ring out day and night, drivebys and car bombs, people afraid of going outdoors in some of the worst affected districts. And it's only the second day! Ugh, no-good criminals causing chaos and calamity. The economy might even take a hit if this goes on or spreads further than the capital.
The other report is more annoying but just as worrisome: the Eco Cult organized another massive anti-logging protest near the Baitros rainforest's edge, at the town of Samoros. Apparently it was then joined by the Baitros Indigenos, also wanting the preservation of their homes. Problem is, the loggers' camp is only a short distance away from Samoros, and you fear the industry might suffer in the long run. Not to mention the last time the Eco Cult protested, a mysterious explosion occurred in a nearby lumber camp. Your spies and investigators failed to find a connection between the incident and the protests. Ugh, hippies, do they not realize that your economy is propped up by the lumber export?

"I see. Let her in." You find using an authoritative but relaxed tone does well for morale.
After a series of thumps and clicks, the security door opens to a shapely Metis woman in glasses. You recognize her as Major Julia Oxoa, one of the very few women to pass both Spec Ops and Espionage training.
"Your ride is ready, Mr. President." She intones in a calm and professional manner. Good, she's confident in her first day on the job.

I'm playing to our strengths here. We have guaranteed loyalty of the Army and Airforce, any order we give will be carried out without fail so if we give the right orders we repress the right people with the right amount of force while keeping the support of the rest of the population. This is all done above table so as long as we don't fuck up by shooting literally everyone for no reason the people will know we're taking the Benevolent Dictator approach and using the neccessary force to protect them.
Shadow Hand however relies entirely on our Intelligence Agency (which we do not know if we can trust at this time) to be effective and is entirely under the table. Any covert action we take is a potential disaster waiting to happen if a spy with questionable loyalty decides he's had enough and leaks all the assassinations, disapperances, MKUltra-style brainwashings and other shady dealings we've been keeping from our population. That's how you lose international recognition and the support of the people overnight.

As I said, if we had guaranteed loyal spies instead of a loyal airforce picking Shadow Hand would be a no-brainer, but due to choices made Iron Hand is much more suitable to the factions we have in our pocket regardless of historical precedent.

Operation Favela Cookout blitzes its way through the multileveled slums, making good progress. The eastward prong happens upon a gang skirmish in progress, but the army uses strategic smoke grenades to divide the gangers and eliminate them as they choke on the eye-watering mist. Their airforce support also helped by throwing flashbangs from the air at entrenched positions before the army's smoke assaults, doubling the confusion among the enemy. The gangers didn't even notice the hovering heli until it was too late.

In the meantime, the prong headed northeast managed to secure the roads headed towards the financial and governmental districts, effectively preventing a flare of violence in those directions. While the army uses the same smoke assault tactic with great efficiency, the air assault snipers spotted some gangers on the rooftops with rifles - obviously preparing to ambush the army 'Percevejo' APCs on the barricade of overturned, burnt cars. The snipers easily dispatched this group, and the Percevejos just plows through the wrecks without any damage. As the army sweeps through the nearby buildings, it soon became clear why some of the gangers even dared to attack your troops - mortars and rocket launchers, in crates marked with Zayyine's seals. The report came right as Operation Favela Cookout comes to a close, the troops waiting on the border to the harbor district and the favela more or less pacified - your military made quite an impact that any surviving ganger would surely be demoralized afterwards.

No sense worrying about Risonha, now, because you've shifted that worry into the possibility that there's more heavy weapons at the hands of gangers. You instruct the army and airforce to be more careful in the harbor district - the district has plenty of open space, interspersed with stacked piles of cargo crates that gangers could use to their advantage. You also instruct them to split into two, as the previous phase of Operation Favela Cookout did - one prong goes north, securing the freight station and dockworkers' housing, while the southern prong clears the docks and the warehouses.

The possibility for hydropower depends on the topography of the river's upper course. If it flows through the foothills of the mountains, that's great. Sustainable logging seems like a good idea, and could allow us to improve relations with the dissident factions while securing the actual land our nation exists on permanently, as we won't have to worry about deforestation.
A dam could provide power and be VERY useful, but we'd have to protect it from eco-terrorists and gang members to avoid a flood due to its destruction.
Also, perhaps create a special taskforce of maybe 2,000 paratroopers, because we have the airforce and might as well use it for deployment and logistics, if nothing else. If we can get our soldiers places faster and supply them(after possibly bombing a location), then we can take out minor threats faster and prevent enemies from ever being truly safe. Not only out of work loggers, but also the businesses and trade that relied on our lumber - such as the nation of Bordec. Thus it is economically unfeasible to just stop operations here and now, Mr. President."

Why not have sustainable logging areas separate from the indigenos biodiversity areas? This should also give the appropriate tree types and species the indigenos need the time to grow, while the logging people have their sustainable zone for stable money and resources. As for animals, that's more for the experts to handle and not us. The indigenos working with the other non-indigenous experts should be able to get that handled. Our focus needs to be on ensuring that the main issue of the sustainable logging is handled well.

Two of your airforce's Rafael fighter jets, slightly outdated by the world's standard, were the closest and were thus diverted to intercept the light. Each had a crew complement of two, a pilot and a gunner/navigator, and armed with two heatseeking missiles and 100 rounds of fighter gun ammunition.

I don't think we need to round up the farmers. By and large, they'd be dismissed as run-of-the-mill UFO crackpots by the wider world and by distributing fuck knows how many NDAs to everyone who saw it, we'd just be calling attention to it and officialising their stories. The best outcome would be for their UFO problem to just disappear with them nobody any the wiser and be relegated to some rural legends for outsiders to have a chuckle at. Within a couple hours, the army arrives at the crash site in their Percevejos, fully kitted in NBC gear. How about instead of blaming terrorists or taking responsibility of this arms-bust gone bad, we just chalk it up to a local businessman negligence in gas maintenance. And just to make it stick as the 'official' narrative, you've issued a decree for infrastructure inspectors and urban engineers to root out any similar unsanctioned developments - those who doesn't pass the standard will be fined.
You knew that these inspectors will end up taking bribes, but this combined with Risonha buying the witnesses into silence pays off. The dent to Paneiran tourism isn't as severe as you thought, what with the Altosonora music festival starting their tour from the east to west.

Honestly, whether its the case of 'smugglers be smugglin', or
if its all done by Wahid orders does not concern me, it all boils down to our domestic problems.
