The Cult's leader isnt a psychic, or scorcerer,the leader does not use xenos tech or some gimmick. If you just talk with Byron Uke long enough he will debate you into his cause. Imagine the Badass Normal of cult leaders, thats Byron. People work for Byron because he actually makes even the most drudgery task seem meaningful. His ability to bend people with words could draw comparasons with The Emperor himself. Why is he a level 1 villan? Not because his cult is small, but because he is just a mortal man, no matter how good his equipmnet, no matter how many men he has standing between him and the PC's if they ever manage to directly fight him, they would likely win.
